ORDINANCE NO. 2720
AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING SECTION 5.05.020 OF THE EDMONDS CITY
CODE TO AUTHORIZE WAIVER OF LICENSE FEES FOR
GUIDE AND SERVICE DOGS; CONTAINING A
SEVERABILITY CLAUSE AND SETTING AN EFFECTIVE
DATE.
WHEREAS, the Edmonds City Council acknowledges that the
State legislature passed a new law requiring cities to waive
license fees for guide and service dogs when requested to do so
by the owner, and
WHEREAS, this ordinance is necessary to comply with the
new state law governing guide and service dogs, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 5.05.020 of the Edmonds City Code
is hereby amended to renumber former subparagraph (F) to (G) and
to add a new subsection (F) to read as follows:
F. Fee waiver --Blind and Disabled. Guide
dogs certified to assist the blind and
service dogs certified to assist the
disabled may be issued a license at no
charge upon the request of a blind or
disabled owner.
Section 2. If any section, sentence, clause or phrase
of this ordinance should be held to be invalid or unconstitutional
by a court of
competent
jurisdiction,
such
invalidity or
unconstitutionality
shall
not affect
the
validity or
constitutionality of any other section, sentence, clause or phrase
of this ordinance.

Section 3. This ordinance, being an exercise of a
power specifically delegated to the City legislative body, is not
subject to referendum, and shall take effect five (5) days after
passage and publication of the ordinance or a summary thereof
consisting of the title.
