AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING THE PROVISIONS OF CHAPTER 19.75 BY THE
ADDITION OF A NEW SECTION 19.75.075 REQUIRING
AUTOMATIC SPRINKLER SYSTEMS IN RESIDENTIAL (R)
OCCUPANCIES WITH THREE OR MORE STORIES OR WITH
FIVE OR MORE UNITS, DECLARING AN EMERGENCY AND
ESTABLISHING AN IMMEDIATE EFFECTIVE DATE.
WHEREAS, the Uniform Fire Code of 1988 will, when
adopted by the State Building Code Council, require automatic
sprinklers in apartments and motel/hotels with more than 15
units,
WHEREAS, the City Council finds that the risk to life
is at least as great in units with 5 to 15 units and such
construction is far more prevalent in the City of Edmonds,
WHEREAS, the City Council finds that immediate action
is necessary to insure that construction in the upcoming
construction season meets this requirement,
WHEREAS, the City Council finds that the need to
preserve existing apartment units in a City in which reasonably
priced rental property is rapidly disappearing outweighs the
public health, safety and welfare interests of applying such
requirement retroactively, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Chapter 19.75 of the Edmonds Community
Development Code is hereby amended by the addition of a new
section 19.75.075 AUTOMATIC SPRINKLER SYSTEMS to read as follows:
19.75.075 AUTOMATIC SPRINKLER SYSTEMS
An automatic sprinkler system shall be installed
throughout every Group R Occupancy three or more

stories in height or containing 5 or more dwelling
units and/or guest rooms. Residential or quick
response standard sprinkler heads shall be used in the
dwelling unit and guest room portions of the building.
Section 2. This amendment does not impact multi -family
residential properties of four or fewer units and therefore is
not required by RCW Chapter 19.27 to be submitted to the State
Building Code Council for review and approval prior to its
effective date.
Section 3. The City Council hereby declares that an
emergency exists necessitating that this ordinance take effect
immediately upon passage by unanimous vote of the members of the
City Council.
