Ordinance 27260006.150.003 WSS/klt 06/29/89 ORDINANCE NO. 2726 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING SUBPARAGRAPH 2O.90.010(B)(1)(b) RELATING TO THE POSTING OF NOTICE TO PROVIDE FOR A LARGE ON -PREMISES SIGN AND FIXING A TIME WHEN THE SAME SHALL BECOME EFFECTIVE. WHEREAS, the City has for many years provided for posting of notice at conspicuous places at or near property to be affected by proposed zoning actions; WHEREAS, the City Council believes that providing for larger, more conspicuous posting on -site will promote greater notice and increased public participation; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. The provisions of subparagraph 20.90.010 NOTICE, B. Notice Procedure (1)(b) relating to posting is hereby amended to read as follows: 20.90.010 NOTICE B. Notice Procedure. (1)(b) Posting. Notice shall be posted at conspicuous places on or near the property involved in the proposal. The staff shall either post three notices at or near the site or erect a large on - premises sign, conspicuously placed in a prominent location on the property, whichever shall, in the sole opinion of the staff, provide the public with the best notice of the proposed action. The on - premises sign shall be erected by the City and shall be in a format as developed by the Community Development Director. The prorated cost of the sign and a fee for erection shall be charged to the WSS515090 -1- applicant as an addition to any charge or fee imposed by ECDC Title 15. The on -premises sign shall be an incidental sign within the meaning of ECDC 20.60.060(A) erected for the convenience of the public and shall not be deemed an illegal use in any zone nor shall it impact any existing sign package relating to any site. Section 2. The Community Development Director is hereby authorized to develop a standard sign format for the posting of on -site public notices relating to applications or permits considered or reviewed under the Edmonds Community Development Code and fees to be charged to applicants for the signs' erection. Upon development of a format, the Community Development Director shall provide a brief report to the City Council. Section 3. This ordinance, being an administrative action, is not subject to referendum and shall take effect five (5) days after this ordinance or a summary thereof consisting of the title is published.
