ORDINANCE NO. 2731
AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING THE PROVISIONS OF ECDC CHAPTER 18.80
STREETS AND DRIVEWAYS TO ADD A NEW SECTION
18.80.070 PERMITTING THE LIMITED USE OF ALLEYS
FOR SECONDARY ACCESS FOR PARKING AND SERVICE
USES AND FIXING A TIME WHEN THE SAME SHALL
BECOME EFFECTIVE.
WHEREAS, for many years alleys have been used as a
means of secondary access for businesses and residences in the
City of Edmonds, and
WHEREAS, provisions of the Edmonds Community Develop-
ment Code permit the use of alleys for secondary access only, and
WHEREAS, the City Council wishes to confirm such
continued use of alleys for secondary access without requiring
that the alleys be brought into compliance with the Streets
Standards of Chapter 18.80 so long as other primary access is
available to the development; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Chapter 18.80 STREETS AND DRIVEWAYS of
the Edmonds Community Development Code is hereby amended by the
addition of a new section 18.80.070 Streets and Alleys --
Compliance with Chapter to read as follows:
18.80.070 Streets and Alleys —Compliance with Chapter.
A proposed development which has frontage on both a
street or streets and an alley may utilize the alley
for access for parking and service access without
regard to whether said alley meets the street standards

standards established by this Chapter. If an alley is
the only means of access for a proposed development,
the alley shall meet such street standards. Paving or
other mitigation measures may be required as provided
elsewhere in the Community Development Code in order to
mitigate the impacts of additional traffic relating to
the development.
Section 2. This ordinance, being an exercise of a
power specifically delegated to the City legislative body, is not
subject to referendum, and shall take effect five (5) days after
passage and publication of the ordinance or a summary thereof
consisting of the title.
