Ordinance 27480006.030.006B WSS/klt 01/08/90 ORDINANCE NO. 2748 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, ESTABLISHING THE SALARY RANGES AND SALARIES FOR NON -REPRESENTED PERSONNEL; REPEALING ORDINANCE NO. 2697; PROVIDING FOR INSURANCE BENEFITS; PROVIDING FOR LIFE AND DISABILITY INSURANCE; AND FIXING A TIME WHEN THE SAME SHALL BECOME EFFECTIVE. WHEREAS, after review and discussion, the City Council has determined on the recommendation of the Mayor to adjust salary ranges for non -represented personnel in order to permit an annual salary increase along with other adjustments to their benefit packages; and WHEREAS, in consideration of the benefit of the continued employment of the current experienced personnel, the Council deems it in the public interest to make such increase and benefits retroactive to January 1, 1990; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. All non -represented employees as defined and designated in the Salary Ranges, attached as Exhibit A and incorporated by this reference as fully as if herein set forth, shall receive salaries within the ranges as set forth in said Exhibit A. Section 2. Effective January 1, 1990, all non - represented employees except for Department Directors and Division Managers shall receive a salary increase of four (4.0) WSS519850 -1- percent, Provided, however, that no salary shall be increased in excess of the range herein established by Exhibit A. These provisions shall be interpreted in light of Ordinance No. 2553, fixing the salaries of certain employees, and no such employee shall receive a salary increase unless and until the new range exceeds the salary previously fixed. In addition, the Mayor or his designee is authorized to administer a salary pool as appropriated in the 1990 budget of funds equal to an average increase of three (3.0) percent for the non -represented employees other than Department Directors and Division Managers of the City. The Mayor may authorize individual performance pay increases from the salary pool so long as such increases do not exceed the maximum salary specified for the employee's grade. Section 3. Effective January 1, 1990, all Department Directors and Division Managers shall receive increases from a salary pool as appropriated in the 1990 budget of funds equal to an average increase of seven (7.0) percent. The Mayor is authorized to administer such salary pool and authorize irdividual,performance pay increases for the Department irect Dors and Division Managers so long as such increases do not exceed the maximum salary specified for the employee's grade. Section 4. The City shall pay 80% of all premiums due for medical, dental and vision insurance covering a department head, other exempt employee or unrepresented, non- exempt employee. The employee shall be responsible for the WSS51985O -2- remaining 20% of such premium. Short term disability insurance in an amount commensurate with monthly salary, adjusted in accordance with policy requirements, shall be made available at City expense to all non -represented employees classified B-2 and above who are not LEOFF I employees and shall make available such insurance on the payment of premiums by the employee classified E-2 through C-1. Life insurance in an amount equal to 100% of annual salary shall be provided to employees classified as B-2 and above. Life insurance in an amount equal to 50% of annual salary shall be provided to employees classified E-2 through C-1 and such employees may elect to purchase an amount up to 50% of annual salary. Section 5. Ordinance No. 2697 is hereby repealed. Section 6. This ordinance being an exercise of a power specifically delegated to the City legislative body, is not subject to referendum, and shall take effect five (5) days after passage and publication of this ordinance as provided by law.
