Ordinance 27490006.030.006B WSS/klt O1/12/90 ORDINANCE NO. 2749 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, DEFINING COUNCIL MEETING AS AN INTERPRETIVE AID TO ORDINANCES NO. 2622 AND 2741 ESTABLISHING COUNCIL SALARIES. WHEREAS, the City Council by Ordinances No. 2622, 2741, and past ordinances has provided for the payment of City Council members partially on the basis of "Council meetings" attended; and WHEREAS, the City Council wishes to clarify the definition of meeting, thereby aiding in interpretation but not enlarging on the payments provided for by said ordinance; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. This ordinance is intended to clarify the definition of "Council meeting" used by Ordinances No. 2622 and 2741 of the City of Edmonds to determine salary payments. Said Ordinance No. 2622 provides that City Councilmembers taking office on or after January 1, 1988 shall receive a base salary of $300 per month plus $50 for each Council meeting attended. Ordinance 2741 provides that Councilmembers taking office after December 31, 1989 will receive $350 per month and $50 per meeting to a maximum of 7 meetings per month. "Council meeting" shall mean all meetings of the Edmonds City Council attended by a WSS520020 -1- quorum thereof, whether regular or special, as well as public meetings attended by a Councilmember as a representative of the City Council as a part of the official duties of their office. Such meetings are limited to the following assignments: Cultural Arts and Convention District, Disability Board, Professional Consultant Selection Committee, SnoCom, Snohomish County Transit --NEXT, Snohomish County Drug Enforcement Task Force, the Tourism Committee/Visitor Information Center, Snohomish County Community Transit and the Snohomish Health District. Section 2. Councilmembers shall receive at least $50 payment for each meeting attended. In the event that a Council - member receives compensation from the committee itself, as in the case of Snohomish County Community Transit and the Snohomish County Health District, payments made on behalf of the City shall supplement those received from the other public body so that each Councilmember receives at least $50 per meeting. In the event that payment is received from the other public body in excess of the $50 amount, no payment shall be due to the Councilmember on behalf of the City. If reimbursement of any related expense or portion thereof is available from another source, the Council - members shall not be reimbursed by the City for that expense or portion thereof. Section 3. In the event that a Councilmember is unable to attend a Council meeting because he or she is serving as a delegate to a convention of the Association of Washington Cities, the National League of Cities or another similar group as an officially designated representative of the Edmonds City WSS52002O -2- Council, the Council shall receive compensation only for the Council meeting missed while attending the assigned meeting or convention. Section 4. This ordinance, being an administrative action, is not subject to referendum and shall take effect five (5) days after this ordinance or a summary thereof consisting of the title is published.
