Ordinance 27680006.190.003A WSS/klt 04/03/90 ORDINANCE NO. 2768 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, ESTABLISHING THE BOUNDARIES OF THE SHELL CREEK PIPELINE PROJECT, DIRECTING THAT THE PIPELINE BE AND BECOME A PART OF THE CITY'S STREET SYSTEM, AND FIXING A TIME WHEN THE SAME SHALL BECOME EFFECTIVE. WHEREAS, the City of Edmonds is in the process of constructing the Shell Creek Pipeline Project in order to provide for the orderly and efficient collection and transportation of storm and other surface water, and WHEREAS, a major component of storm water runoff consists of storm water which lands on impermeable surfaces, in particular City streets, thereby requiring its orderly transport and removal, and WHEREAS, the Shell Creek Pipeline Project serves and relates to certain City streets which either discharge directly or indirectly into the pipeline; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. The Shell Creek Pipeline Project is hereby declared to be an integral part of the City's street and roadway improvements. The project will benefit certain City streets by collecting storm water either through direct or indirect discharge into the pipeline. The attached Exhibit A, incorporated by this reference as fully as if herein set forth, WSS52259O -1- establishes the boundaries of the benefitted street system which either have a direct drainage discharge into the pipeline or which have an indirect storm discharge into the pipeline. The Shell Creek Pipeline is hereby declared to be an integral part of said streets and shall be treated in all respects during construction, review and acceptance as a part of said street system. Section 2. This ordinance, being an administrative action, is not subject to referendum and shall take effect five (5) days after this ordinance or a summary thereof consisting of the title is published.
