ORDINANCE NO. 3022
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE CAPITAL FACILITIES
PLAN ELEMENT OF THE EDMONDS COMPREHENSIVE
PLAN ADOPTED PURSUANT TO ECDC 15.10.000 TO
INCLUDE PURCHASE OF THE EDMONDS FINANCIAL
CENTER FOR THE USE OF CITY ADMINISTRATIVE
PURPOSES INCLUDING CONSOLIDATION OF ALL OR A
PORTION OF THE CITY'S ADMINISTRATIVE FUNCTIONS
AND FIXING A TIME WHEN THE SAME SHALL BECOME
EFFECTIVE.
WHEREAS, the City has previously adopted it Capital Facilities Plan (CIP) as
a portion of the City's Comprehensive Plan pursuant to ECDC 15.10.000, and
WHEREAS, the City Council is in possession of the recommendation of its
Planning Advisory Board, such recommendation having been made following a public hearing,
and
WHEREAS, the City Council has conducted its own public hearing regarding the
purchase of the Edmonds Financial Center and its use for administrative purposes as a City Hall,
and
WHEREAS, the City Council of the City of Edmonds finds it to be in the public
interest to authorize amendment of the CIP to include purchase of the Edmonds Financial Center
for public purposes including, but not limited to, housing administrative offices and functions
typically performed in a City Hall environment, NOW, THEREFORE,

THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The Edmonds Comprehensive Plan, adopted pursuant to ECDC
15.10.000, Capital Facilities Plan is hereby amended by the addition of the following language:
Purchase of the Edmonds Financial Center for the administrative
use of the City including and incorporating such functions which
are normally performed in a City Hall environment through the use
of bonds or other financing vehicles, and the first one - quarter (1/4)
of one percent (1 %) excise tax authorized pursuant to Chapter
82.46 Revised Code of Washington and General Revenues.
Section 2. Effective Date. This ordinance, being an administrative action, is not
subject to referendum and shall take effect five (5) days after publication of an approved
summary thereof consisting of the title.
