ORDINANCE NO. 3030
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, REPEALING CHAPTERS 15.05 THROUGH
15.30, CHAPTER 15.45 AND SECTIONS 15.40.010 AND
15.40.020 OF THE EDMONDS COMMUNITY
DEVELOPMENT CODE AND REPLACING IT WITH A NEW
COMPREHENSIVE PLAN IN ORDER TO COMPLY WITH
THE REQUIREMENTS OF THE GROWTH MANAGEMENT
ACT, THE MAJOR CHANGES FROM THE PRIOR
COMPREHENSIVE PLAN INCLUDING URBAN GROWTH
AREA POLICIES; POLICIES FOR THE SITING OF
ESSENTIAL PUBLIC FACILITIES; EXPANSION OF POLICIES
PERTAINING TO TRANSPORTATION, ESPECIALLY
TRANSIT AND DEMAND MANAGEMENT STRATEGIES;
THE CREATION OF A NEW CULTURE AND URBAN
DESIGN ELEMENT; THE EXPANSION OF AFFORDABLE
HOUSING POLICIES; THE INCLUSION OF MASTER PLANS
FOR CERTAIN AREAS OF THE CITY; INCLUSION OF A
CAPITAL FACILITIES ELEMENT THAT TIES
EXPENDITURES TO LEVEL OF SERVICE STANDARDS;
AMENDING SECTIONS 15.40.000 AND 20.00.010 OF THE
EDMONDS CITY CODE TO PROVIDE FOR CONSISTENCY
BETWEEN THE NEW COMPREHENSIVE PLAN AND THE
AMENDMENT PROCESS OF THE COMPREHENSIVE PLAN;
AND FIXING A TIME WHEN THE SAME SHALL BECOME
EFFECTIVE.
WHEREAS, the City of Edmonds has adopted a comprehensive land use plan that
has from time to time been amended, and
WHEREAS, in accordance with the provisions of the Growth Management Act
the City of Edmonds is required to review its Comprehensive Plan elements and adopt a new
Comprehensive Plan document and to further review its Zoning Code in order to provide for
consistency between the two documents, and

WHEREAS, public hearings have been held before the Planning Board and City
Council on numerous occasions during 1993, 1994 and 1995, such hearings being preceded by
public notices provide for by City ordinance and state law and
WHEREAS, the.City Council of the City of Edmonds consider the advice of its
Planning Board and the public, deems it to be in the public interest to adopt a new
Comprehensive Plan for the City of Edmonds upon which its Zoning Code and other land use
control shall be based and as an element of its planning documents to be utilized as policy
documents for the administration of the State Environmental Policy Act, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Chapters 15.05 through 15.30, Chapter 15.45 and Sections 15.40.010
and 15.40.020 of the Edmonds City Code are hereby repealed and Chapter 15.05 is replaced
with the following:
CHAPTER 15.05
COMPREHENSIVE PLAN - ADOPTION
15.05.000. The Comprehensive Plan for the City of Edmonds, 1995 Edition
consisting of the text and maps containing the documents attached as Exhibit A hereto and
incorporated herein by this reference as if set forth in full, are adopted as the Comprehensive
Plan of the City of Edmonds. Copies of this document shall be maintained on file in the
Planning Department the Office of the City Clerk for inspection to the public. In the event that
this document is amended from time to time, such amendment shall be maintained by the
Planning Department and City Clerk in order to provide a true and accurate copy of the

Comprehensive Plan for review by the public. The Comprehensive Plan adopts several maps,
plans and other documents by reference. These maps, plans and documents are attached to the
Comprehensive Plan attached hereto as Exhibit A and incorporated herein by this reference as
if set forth in full. These plans, maps and documents include the following:

Section 2. Section 20.00.010 of the Edmonds City Code is hereby repealed and
replaced with the following:
20.00.010 Review.
The Planning Advisory Board shall review proposed changes to the
Comprehensive Plan as provided in Section 20.100.020, using the
purposes of the Comprehensive Plan as the basis for its review and
recommendation.
Section 3. The introductory language to Section 15.40.000 of the Edmunds
City Code is hereby repealed and replaced with the following:
The Comprehensive Street Plan shall have the following purposes, in addition to
the general purpose of the Comprehensive Plan:
Section 4. Severability. If any section, sentence, clause or phrase of this
ordinance or any documents incorporated by reference thereto, shall be held to be invalid or
unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall
not affect the validity or constitutionality of any other section, sentence, clause or phrase of this
ordinance or the documents adopted by reference pursuant to this Ordinance.
Section 5. Effective Date. This ordinance or a summary thereof consisting of
the title shall be published in the official newspaper of the City and shall take effect and be in
full force June 27, 1995 or five (5) days after publication, whichever is the later.
