Ordinance 30640006.030.006D WSS /imm /bjs 1/17/96 R: 01/24/96 ORDINANCE NO. 3064 Ordinance No. 3064 was repealed by Ordinance No. 3181 on 12/16/97 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, ESTABLISHING THE SALARY RANGES FOR CERTAIN NON - REPRESENTED PERSONNEL, REPEALING ORDINANCE NO. 3008 TO THAT EXTENT, PROVIDING FOR INSURANCE BENEFITS, INCLUDING LIFE AND DISABILITY INSURANCE; AND FIXING A TIME WHEN THE SAME SHALL BECOME EFFECTIVE. WHEREAS, RCW 35A.33.050 requires that the salary ranges for the various positions in the City be made a part of the annual budget document as a part of the adoption of an annual budget ordinance, and WHEREAS, after review and discussion, the City Council has determined it appropriate to adjust salary ranges for certain personnel described in the attached schedule as supervising and professional non - represented employees in order to permit a salary increase along with approval of a benefit package, and WHEREAS, the City Council determines it appropriate to continue discussion and delay adjustment of the salaries of the managers and directors described as Grades Al through B2 in Ordinance No. 3008 establishing salaries ranges for the calendar year 1995, and WHEREAS, in consideration of the benefit of the continued employment of the current and experienced personnel, the City Council deems it to be in the public interest to make such increases in salary effective January 1, 1996, NOW, THEREFORE, -1- WSS121752 .10/F0006.030.006DB0006. THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. As a part of the City's annual salary ordinance, the salary ranges and adjustments for non - represented employees shown in the attached Exhibit A are hereby approved: 1.1 Pending further action by the Council, the annualized salaries for directors and managers established by Ordinance No. 3008 as Pay Grades Al through B2 on Exhibit A thereto shall remain in full force and effect. 1.2 The salary ranges and salaries of non - represented salaries and Pay Grade C2 through F2 are hereby adjusted upward by three and two - tenths percent (3.2 %). The salary ranges adopted are shown in the attached Exhibit A. Ordinance No. 3008 is amended too, but only to this extent. In addition, the Mayor is authorized to approve merit increases for employees listed in Pay Grades C2 through F2 effective on the individual employee's anniversary date for the balance of the 1996 fiscal year. Such merit increases may range between zero percent (0 %) up to five percent (5 %) but shall not exceed the employee's pay range. 1.3 The total increases improved herein are delegated to the Mayor shall not exceed budget employees' salaries and wages for each department or division. Section 2. The City shall pay eighty percent (80 %) of the premiums due for medical, dental and vision insurance covering the exempt and non - represented exempt employees. Short term disability insurance in an amount commensurate with monthly salary, adjusted in accordance with policy requirements, should be made available at City expense to all non - represented employees who are not LEOFF I covered employees. Life insurance in an amount equal to one hundred percent (100 %) of annual salary shall be provided to all directors and managers in Pay Grades A 1 through B2. Life insurance in an amount equal to fifty percent (50%) of annual salary shall be provided to all non - represented employees in Pay Grades C2 through F2. The preceding provision shall not apply to contract employees whose benefits shall be governed solely by the contract by which he or she is employed. Section 3. The amendments to the prior annual salary ordinance provided herein shall be effective January 1, 1996. Section 4. Effective Date. This ordinance, being an administrative action, is not subject to referendum, and shall take effect five (5) days after publication of an approved summary thereof consisting of the title.
