Ordinance 30850006.90000 WSS /gjz 04/10/96 R:04 /12 /96gjz ORDINANCE NO. 3.085 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING CHAPTER 3.04 OF THE EDMONDS CITY CODE TO AMEND SECTION 3.04.020 TO INCREASE THE SIZE OF THE REVOLVING TRAVEL FUND, TO ADD A NEW SECTION 3.04.080, CREDIT CARDS TO RAISE THE AUTHORIZED CREDIT LIMIT, RENUMBERING FORMER SECTION 3.04.080 TO 3.04.090 AND FIXING A TIME WHEN THE SAME SHALL BECOME EFFECTIVE. WHEREAS, the costs of travel require an increase in the size of the revolving travel fund to fulfill its purpose, and WHEREAS, RCW 39.58.180 authorizes political subdivisions to use credit cards for official government business, and WHEREAS, the City Council has previously extended such authorization and now wishes to increase the credit limit to a level more commensurate with potential monthly usage by City officials, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. The Edmonds City Code Section 3.04.020 Advance Travel Expense Revolving Fund Appropriation - Replenishment is hereby amended to read as follows: 3.04.020 Advance Travel Expense Revolving Fund Appropriation - Replenishment. There shall be appropriated and transferred from general fund No. 001 amounts necessary to sustain a level of Five Thousand Dollars 129189.10 -1- G'] ($5,000.00) in the advance travel expense revolving fund. From time to time, as the fund is depleted by advance payments for travel expenses, the fund shall be replenished by warrant or budgetary transfer from the appropriate City department in the amount necessary to maintain said fund balance. Section 2. The Edmonds City Code Chapter 3.04 is amended by enactment of a new Section 3.04.080 Credit Cards and former Section 3.04.080 is renumbered to Section 3.04.090, and will read as follows: 3.04.080 Credit Cards. In accordance with RCW 39.58.180 authorizing political subdivisions to use credit cards for official government business, the Finance Director is hereby authorized to obtain (2) credit cards from the City's designated official bank with a limit of Five Thousand Dollars ($5,000.00). One card shall be assigned to the Mayor for expenses related to City business, provided however, that the card shall not be used for the purchase of goods or services. The other card shall be assigned to the Finance Director for safekeeping and control. The Finance Director shall establish a credit card system for allowing employees to use the credit card for the costs associated with registering for lodging. No other cost or expense, including actual expenses, shall be incurred on the card under the Finance Director's control. Section 3. Severability. If any section, sentence, clause or phrase of this ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other section, sentence, clause or phrase of this ordinance. Section 4. Effective Date. This ordinance, being an exercise of a power specifi- cally delegated to the City legislative body, is not subject to referendum, and shall take effect 129189.10 -2- five (5) days after passage and publication of an approved summary thereof consisting of the title.
