ORDINANCE NO. 3102
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, PROVIDING FOR THREE -HOUR AND
EMPLOYEE PERMIT PARKING ALONG BOTH SIDES OF
HOWELL WAY FROM FOURTH AVENUE SOUTH TO FIFTH
AVENUE SOUTH, AND FIXING A TIME WHEN THE SAME
SHALL BECOME EFFECTIVE.
WHEREAS, Howell Way has been widened between Fourth Avenue South and
Fifth Avenue South and can now accommodate parking, and
WHEREAS, there are currently no parking restrictions along this portion of
Howell Way and time limits are necessary in order to maintain parking availability for the
general public, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. ECC 8.64.060(29) and (30) are hereby repealed.
Section 2. ECC 8.64.030(29) is hereby added to the ECC to provide as follows:

Schedule VI Parking Limited on certain streets.
29. Both sides of Howell Way from Fourth Avenue South to Fifth
Avenue South.
Section 3. ECC 8.64.060(31) is hereby renumbered to ECC 8.64.060(30).

Section 4. A new subsection ECC 8.51.030(B)(18) is hereby added to the ECC
to provide as follows:
B. An employee parking permit shall be effective in the three -hour
parking areas located along the following streets:
18. Both sides of Howell Way from Fourth Avenue South to Fifth
Avenue South.
Section 5. Severability. If any section, sentence, clause or phrase of this
ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction,
such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other
section, sentence, clause or phrase of this ordinance.
Section 6. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
