ORDINANCE NO. 3104
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, ADDING A NEW SECTION 8.48.190 TO THE
EDMONDS CITY CODE IN ORDER TO PROHIBIT
STOPPING, STANDING OR PARKING UPON ANY PAVED
PORTION OF AN UNCURBED STREET OR UPON A PAVED
PORTION OF A CURBED STREET IN SUCH A MANNER AS
TO EITHER REDUCE THE USEABLE PORTION OF A
ROADWAY LANE WIDTH TO LESS THAN TEN (10) FEET
FOR VEHICLES TRAVELING IN THE SAME DIRECTION OR
THE RADIUS OF A CUL DE SAC TO LESS THAN THIRTY -
FIVE (35) FEET, AND FIXING A TIME WHEN THE SAME
SHALL BECOME EFFECTIVE.
WHEREAS, vehicular traffic in circulation within the City of Edmonds has been
impeded by vehicles left parked and /or standing upon paved roadways, and
WHEREAS, state law prohibits the stopping, parking or standing of vehicles upon
roadways outside cities, and
WHEREAS, curbed streets generally have sufficient space for both parking and
vehicular traffic while streets without curbing are generally not designed for parking, NOW,
THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. A new Section 8.48.190 is hereby added to the Edmonds City Code
to provide as follows:

8.48.190 Stopping, Standing or Parking Prohibited Along Certain
Roadways.
A. Except as otherwise permitted by the Edmonds City Code,
no person may stop, park or leave standing any vehicle,
whether attended or unattended, upon any paved portion of
an uncurbed street.
B. Except as otherwise permitted by the Edmonds City Code,
no person may stop, park or leave standing any vehicle,
whether attended or unattended, upon any paved portion of
a curbed street in the following manner:
1. Upon street lanes, when such action reduces the
street lane width to less than ten (10) feet for
vehicles traveling in the same direction; or
2. Upon cul de sacs, when such action reduces the
radius of the cul de sac to less than thirty-five (35)
feet.
C. Any violation of this section shall constitute a parking
infraction.
Section 2. Severability. If any section, sentence, clause or phrase of this
ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction,
such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other
section, sentence, clause or phrase of this ordinance.
Section 3. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
