ORDINANCE NO. 3133
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING SECTION 15.05.000 TO ADD A
NEW SUBSECTION TO PARAGRAPH 2, ADOPTING THE
PROVISIONS OF THE ARCHITECTURAL DESIGN MANUAL
AND THE CRITERIA FORMERLY SET FORTH IN
REPEALED CHAPTER 15.15 ECDC AS PART OF THE
COMPREHENSIVE PLAN AS AN INTERIM ZONING
REGULATION, SETTING A PUBLIC HEARING DATE,
PROVIDING FOR A SIX -MONTH EXPIRATION DATE, AND
FIXING A TIME WHEN THE SAME SHALL BECOME
EFFECTIVE.
WHEREAS, in the course of adoption of the Comprehensive Plan, Chapter 15.15
of the Edmonds Community Development Code was repealed, and
WHEREAS, Chapter 15.15 served as the basis for architectural design standards
and was incorporated into a design manual adopted separately by Ordinance No. 2959 on
November 1, 1993, and
WHEREAS, while it was the intention of the City Council to maintain such
criteria in effect but recognizing that the repeal of the underlying chapter creates an ambiguity
in the code, the City Council wishes to address such ambiguity by readopting Chapter 15.15's
criteria by incorporating the design manual into the Comprehensive Plan, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:

Section 1. The Edmonds Community Development Code Section 15. 10.000 to
add a new sub paragraph to § 15.05.000(2) to read as follows:
Section 15.05.000 Adopted
2. Community Culture.
• The Architectural Design Board manual, originally
adopted November 1, 1993, by Ordinance No.
2959.
Section 2. The passage of this ordinance is subject to the requirements of RCW
35A.63.220. It shall expire six months following its date of passage unless sooner repealed by
act of the City Council. A public hearing on this moratorium shall be held at 7:00 p.m. on
Tuesday, March 18, 1997, in the Edmonds City Council Chambers, or as soon thereafter as the
public may be heard. Such hearing date is within 60 days of the date this ordinance was
enacted.
Section 3. Severability. If any section, sentence, clause or phrase of this
ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction,
such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other
section, sentence, clause or phrase of this ordinance.
Section 4. Effective Date. The City Council hereby declares that an emergency
exists necessitating that this ordinance take effect immediately upon passage by unanimous vote
of the members of the City Council.
