Ordinance 31450006.90000 WSS /ldh 05/12/97 R:05/ 13 /97gjz R:05/ 16 /97gjz Ordinance No. 3145 was repealed by Ordinance No. 3181 on 12/16/97 ORDINANCE NO. 3145 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING THE ANNUAL SALARY ORDINANCE ADOPTED PURSUANT TO ORDINANCE NO. 3139, EFFECTIVE 3/18/97, AMENDING AND APPEALING ORDINANCE 3139 IN ORDER TO ADOPT A NEW POSITION CLASSIFICATION SCHEDULE EFFECTIVE JULY 1, 1997, AND REVISED SALARY SCHEDULES RELATING THERETO, AND FIXING A TIME WHEN THE SAME SHALL BECOME EFFECTIVE. WHEREAS, the City Council of the City of Edmonds authorized a consultant to prepare a Comprehensive Human Resources Plan, such plan being accepted by the City Council on February 18, 1997; and WHEREAS, pursuant to the powers vested in her pursuant to RCW 35A.12.090 and .100, the Mayor of the City of Edmonds accepts and approves certain job descriptions contained in said plan; and WHEREAS, the Comprehensive Human Resources Committee — advisory to the City Council — has recommended the consultant's findings regarding duties, qualifications and compensation based upon the Mayor's adoption of the job descriptions; and WHEREAS, the City Council deems it to be in the public interest to amend the annual salary ordinance adopted as part of the budget process for 1997 by Ordinance 3139, and to begin a program to phase in the salary plan over a 5 -year period; and 162520 -1- WHEREAS, in the course of contract negotiation, the collective bargaining representatives of the City's represented employees were notified of the potential salary changes and their contracts provide for a reopening of negotiations regarding wages; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. The annual salary ordinance of the City of Edmonds adopted by Ordinance No. 3139 on March 18, 1997 is hereby amended in, and only in, the following respects: 1.1 A position classification schedule effective July 1, 1997, and shown on the attached Exhibit A, is hereby adopted and incorporated in such annual salary ordinance as if set forth herein in full; and 1.2 Exhibit B, consisting of a salary schedule, is hereby adopted in place of the schedule set forth in the annual salary ordinance, said change also to be effective on July 1, 1997. 1.3 No salary or wage change shall be effective as to any represented employee until confirmed by City Council and collective bargaining unit approval of such change by valid collective bargaining agreement. Section 2. Severability. If any section, sentence, clause or phrase of this ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other section, sentence, clause or phrase of this ordinance. Section 3. Effective Date. This ordinance, being an exercise of a power specifi- cally delegated to the City legislative body, is not subject to referendum, and shall take effect 162520 -2- five (5) days after passage and publication of an approved summary thereof consisting of the title.
