ORDINANCE NO. 3158
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, ESTABLISHING A MEDICAL SELF -
INSURANCE FUND AND AUTHORIZING EXPENDITURES
FROM THE NEWLY CREATED FUND, AND FIXING A TIME
WHEN THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, an appropriate fund should be created to facilitate budgeting and
accounting of revenues, expenditures, and reserves associated with the City's medical self-
insurance program, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. A new Chapter 3.10 entitled "Medical Self- Insurance fund" is hereby
added to the Edmonds City Code to read as follows:
3.10.010 Fund Created.
A special fund to be known as the "Medical Self- Insurance
Fund" is hereby established for the purpose of
consolidating all revenues, expenditures, and reserves
associated with the City's medical self - insurance program
into a single fund.
3.10.020 Purposes - Expenditures.
Expenditures from the fund shall be made only for City-
wide insurance premiums, brokerage fees, administrative
costs and medical insurance related claims and expenses.

3.10.030 Unexpended Funds.
Any unexpended funds remaining in the Medical Self -
Insurance Fund at the end of any budget year shall not be
transferred to the General Fund or otherwise lapse; rather,
said unexpended funds shall be carried forward from year
to year until expended for the purposes set forth in Section
3.10.020, unless otherwise directed by ordinance of the
City Council.
All initial deposits into the Medical Self- Insurance Fund
shall be made by transferring medical self - insurance monies
from other City funds.
Section 2. Severability. If any section, sentence, clause or phrase of this
ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction,
such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other
section, sentence, clause or phrase of this ordinance.
Section 3. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
