ORDINANCE NO. 3171
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE PROVISIONS OF §§
2.10.010(D), 2.10.027, 2.10.028, 2.10.036, 2.10.050 AND
2.10.055 RELATING TO THE APPOINTMENT,
CONFIRMATION AND DUTIES OF THE POSITIONS OF
DIRECTOR OF COMMUNITY SERVICES, PUBLIC WORKS
DIRECTOR, PARKS AND RECREATION DIRECTOR AND
HUMAN SERVICES DIRECTOR, AND FIXING A TIME
WHEN THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, the City Council finds it appropriate to adopt the recommendation
of the Mayor and to reclassify the positions of Public Works Director and Parks and Recreation
Director, and

WHEREAS, the Human Services Manager has previously been reclassified as a

ORDAIN AS FOLLOWS:
Section 1. Edmonds Community Code Section 2.10.010(D) relating to Mayoral
appointments shall be amended to read as follows:

2.10.010 Confirmation Process.
D. The Mayor shall appoint, subject to Council formation,
the positions of City Engineer, Planning Manager, Parks
and Recreation Director, Public Works Director and
Human Resources Director. The City Council will
interview only the person that the Mayor selects for
appointment.
Section 2. Edmonds Community Code Section 2.10.027 Director of Community
Services shall be amended to read as follows:
2.10.027 Director of Community Services.
There is hereby created the office of Director of
Community Services which shall be filled by appointment
by the Mayor, subject to confirmation by the City Council.
The Director of Community Services shall serve at the
pleasure of the Mayor and shall be the administrative head
of the Department of Community Services, such
department to be comprised of the Engineering Division,
Planning Division and Wastewater Treatment Plant.
Section 3. Edmonds Community Code Sub - paragraphs 1, 2 and 5 of Section
2.10.028(1), (2) and (5) relating to the Director of Community Services shall be amended to
read as follows:
2.10.028 Director of Community Services - Duties.
In addition to any other duties assigned by the Mayor, the
Director of Community Services shall have the following
duties:
1. Execute the decisions of the Mayor and City Council
relating to departmental responsibilities and provide overall
management for Engineering Division, Planning Division
and Wastewater Treatment Plant. The Director shall report
to the Mayor as a member of a management team that

reviews and develops policies and procedures for the
improvement of City operations and functions;
2. Direct overall division operations, including
engineering, the treatment plant and planning activities;
5. Advise the Mayor, City Council, Department Directors,
Division Managers and others on engineering, planning,
wastewater treatment and related matters;
Section 4. Edmonds Community Code Section 2.10.036 Public Works
Superintendent Sub - paragraphs A and B shall be amended to read as follows:
2.10.036 Public Works Director
A. There is hereby created the office of the Director of
Public Works which shall report to the Mayor. This
position shall be filled through appointment by the Mayor,
subject to confirmation by the City Council.
B. The Public Works Director shall direct the Public
Works Department, in addition to other duties as may be
assigned.
Section 5. Sub - paragraphs A and B of Section 2.10.060 Parks and Recreation
Manager shall be amended to read as follows:
2.10.050 Parks and Recreation Director.
A. There is hereby created the office of the Parks and
Recreation Director which shall report to the Mayor. This
position shall be filled through appointment by the Mayor,
subject to confirmation by the City Council.
B. The Parks and Recreation Director shall direct the
Parks and Recreation Department, in addition to such other
duties as may be assigned.

Section 6. Edmonds Community Code Section 2.10.055 Personnel Manager Sub-
paragraphs A and B shall be amended to read as follows:
2.10.055 Human Resources Director.
a. There is hereby created the office of the Human
Resources Director which shall report to the Mayor. This
position shall be filled through the recommendation and
appointment by the Mayor, subject to confirmation by the
City Council.
B. The Human Resources Director shall plan, supervise
and coordinate all personnel programs and personnel
matters of the City, in addition to such other duties as may
be assigned by the Mayor.
Section 7. Severability. If any section, sentence, clause or phrase of this
ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction,
such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other
section, sentence, clause or phrase of this ordinance.
Section 8. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
