ORDINANCE NO. 3261
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE OFFICIAL STREET MAP
TO REDUCE THE PLAN LINED RIGHT -OF -WAY FOR 88TH
AVENUE WEST FROM SIXTY TO THIRTY FEET BETWEEN
THE CURRENT TERMINUS OF SAID STREET AND MAIN
STREET, AUTHORIZING AMENDMENT OF THE OFFICIAL
STREET MAP AND FIXING A TIME WHEN THE SAME
SHALL BECOME EFFECTIVE.
WHEREAS, Howland Homes has applied to reduce plan lined right -of -way of
88th Avenue West from its current terminus to Main Street from sixty to thirty feet in width; and
WHEREAS, the City Council of the City of Edmonds has previously declined to
open this portion of 88th Avenue West for vehicular traffic determining it to be in the public
interest to utilize the right -of -way for pedestrian traffic, utility purposes and, potentially, in the
future for emergency vehicle access; and
WHEREAS, the Six Year Transportation Improvement Plan was approved by the City
Council subject to the removal of 88th Avenue West improvements; and
WHEREAS, two properties which front 88th Avenue West near the subject site have
previously been granted setback variances consistent with the proposed reduction in the plan
lined width of the public right -of -way; and
WHEREAS, the City Council finds that thirty feet of right -of -way width would provide
for adequate emergency access if, in the future, the City Council determines it to be in the public
interest to improve the existing thirty feet of right -of -way for such purpose; and

WHEREAS, THE City Council determines that there is no reasonable foreseeable
likelihood that an additional thirty feet of right -of -way will be required for public purposes over
and above the existing thirty feet of right -of -way; and
WHEREAS, the City Council determines that the application conforms to the criteria
established for review of amendments to the Comprehensive Plan, amendments to the street map
and otherwise complies with the provisions and purposes of the Edmonds Community
Development Code and is therefore in the public interest; NOW, THEREFORE
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The official street map is hereby amended to reduce the plan lined
right -of -way of 88th Avenue West from the current terminus of the developed right -of -way to
Main Street from sixty feet to thirty feet in width, such thirty feet already being in City
ownership and developed as public right -of -way.
Section 2. The Community Services Director and the City Clerk are hereby
authorized to amend the official street map and to maintain copies of such amended map for
public review.
Section 3. Effective Date. This ordinance, being an exercise of a power
specifically delegated to the City legislative body, is not subject to referendum, and shall take
effect five (5) days after passage and publication of an approved summary thereof consisting of
the title.
