ORDINANCE NO. 3307
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON AMENDING THE CITY'S COMPREHENSIVE
PLAN TO ADOPT THE MEADOWDALE DRAINAGE
INVESTIGATION AND PERRINVILLE CREEK STREAM
BANK STABILIZATION FINAL REPORTS AS PART OF THE
UTILITY SECTION OF THE TEXT OF THE
COMPREHENSIVE PLAN AND FIXING A TIME WHEN THE
SAME SHALL BECOME EFFECTIVE.
WHEREAS, on June 1, 1999, the Edmonds City Council held a public hearing
regarding amendment of the Comprehensive Plan text to incorporate plans prepared for the City
and relating to areas of the City known as Meadowdale and Perrinville; and
WHEREAS, the City Council is in receipt of its Planning Board recommendation
of May 21, 1999 recommending said changes; and
WHEREAS, the City Council finds there was no testimony indicating that such
element should not be adopted and that review of the documents indicate that they would serve a
valid public purpose and enhance the City's Comprehensive Plan elements by providing detailed
analysis of the Meadowdale and Perrinville areas and associated slope and land stability issues;
and
WHEREAS, by adoption of this report, the City provides additional detail to its
Comprehensive Plan, but such changes are not intended to create any specially benefited class of
persons nor to ensure the overall stability of any site within the City; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:

Section 1. The City's Comprehensive Plan text, Utilities Element, is hereby
amended by the addition and incorporation of certain reports known as. the Perrinville Creek
Stream Bank Stabilization Final Report dated May 18, 1998 and prepared by PENTEC
Environmental, Inc. and Shannon & Wilson, Inc. and the Meadowdale Drainage Investigation
dated April, 2000 and prepared by R. W. Beck and Geo Engineers, Inc.
Section 2. Said studies are incorporated in full by this reference as fully as if
herein set forth. The Development Services Director is hereby authorized and instructed to
amend the City's Comprehensive Plan document utility section by the incorporation and addition
of said studies.
Section 3. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
