Ordinance 33380006.900000 WSS /gjz 10/5/00 R:10 /09 /00gjz R:11 /30 /00gjz R:12 /14 /00gjz ORDINANCE NO. 3338 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, ESTABLISHING AN HISTORIC PRESERVATION ADVISORY COMMITTEE. WHEREAS, the City's Comprehensive Plan emphasizes the need to preserve the City's historical and cultural heritage, and WHEREAS, historic buildings and structures, and other landmarks within the City create both a sense of place and an important link to the City's past, and WHEREAS, the City Council wishes to establish a Citizens Historic Preservation Advisory Committee to: a) Inventory existing historic structures, sites, markers and other items of historic significance; b) Review and comment on current City policy in relation to historic preservation; c) Review and comment on what policies, programs, regulations, code and incentives could be employed to encourage historic preservation; and d) Evaluate the need for a permanent Edmonds Historic Preservation Commission. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. A Citizens Historic Preservation Advisory Committee consisting of eight members with each member chosen by the following entities: one member from the City's {WSS451684.DOC;1/00006.900000/} - 1 - Planning Board, City Council, Mayor's staff, South Snohomish County Historical Society, the Edmonds Chamber of Commerce, and three citizens, one of whom may be a commercial property owner, selected by the Mayor. This advisory committee is created and appointed for a period of up to one year in order to advise the City Council regarding an appropriate structure for the historic preservation of building structures and other landmarks through measures which encourage their preservation. The Committee shall address the issues outlined in the attached scope of work, Exhibit A, incorporated by this reference as if herein set forth, and may also consider such other aspects of historic preservation as the committee in its discretion thinks appropriate. Section 2. The Committee shall make quarterly reports to the Mayor and City Council on the progress towards a final report. Section 3. The operations of this Committee, as tasks delegated by the City Council, are subject to the Public Meetings Act, and the City Council request that the Committee hold appropriate public hearings at various points in the process in order to solicit the input of the Edmonds community. Work Tasks.and Schedule HPAC is charged with the following minimum tasks. Additional tasks may be incorporated into the HPAC schedule at their discretion.
