ORDINANCE NO. 3339
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE PROVISIONS OF THE
EDMONDS CITY CODE SECTION 7.30.010 DEFINITIONS TO
ADD A NEW SUBSECTION 7.30.010(J) DEFINING
EQUIVALENT RESIDENTIAL UNIT; AMENDING SECTION
7.30.030 RELATING TO WATER RATES TO REPEAL
SECTION (D) CONNECTION CHARGE; ENACTING A NEW
SECTION 7.30.035 WATER AND SEWER CONNECTION
CHARGES; AMENDING THE PROVISIONS OF SECTION
7.30.040 UTILITY CHARGES, (A) SUB - PARAGRAPHS 1
THROUGH 4 IN ORDER TO PROVIDE FOR INCREASES IN
BI- MONTHLY SEWER CHARGES; AND FIXING A TIME
WHEN THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, the City Council of the City of Edmonds commissioned a rate study
for its water and sewer utilities, and .
WHEREAS, the conclusions and recommendations of such study have been
presented at public hearing and are incorporated by reference as part of the legislative findings of
this ordinance as if herein set forth, and
WHEREAS, the City Council finds that, after applying methodology under
Washington State case law, connection charges for the water and sewer utility should be
established in order to recapture those costs permitted by law and which have previously been
paid by patrons of the water and sewer utilities, when a new patron connects to the system, and
WHEREAS, the City Council wishes to enact a 4.2% increase in the sewer charge
reflective of and based upon appropriate utility rate making principles in order to provide for a
stable source of funding for the utility, to recapture those costs attributable to the provision of

sewer service and to provide for moderate annual increases rather than stepped large increases in
rates, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The Edmonds City Code Section 7.30.010 Definitions is hereby
amended by the addition of a new subsection (J) defining Equivalent Residential Unit (ERU) to
read as follows:
7.30.010 Definitions.
J. "Equivalent Residential Unit" or "ERU" means a sewer
connection charge based upon the winter standard water
consumption of a single - family residence of 7.07 per 100 cubic
feet of water.
Section 2. Section 7.30.030 Water Rates — Meter Installation Charges. is hereby
amended by the repeal of sub - section (D) Connection Charge. The current sub - sections (E) and
(F) are hereby redesignated as sub - sections (D) and (E).
Section 3. The Edmonds City Code Chapter 7.30 Water Rates and Sewer Charges.
is hereby amended by the addition of a new Section 7.30.035 Water and Sewer Utility
Connection Charges to read as follows:
7.30.035 Water and sewer utility connection charges.
A connection charge shall be paid by each new customer
connecting to the City's water or sewer system in accordance with
the following requirements:
1. Sewer System. The sanitary sewer connection charge shall
be equivalent to $730 per ERU added as a result of the connection
of the development.
A multi - family residential unit shall be considered equivalent to
0.67 of an ERU and the Development Services Director shall

estimate the average winter water consumption for connections of
buildings, structures or uses other than residences and pro -rate the
connection rate according to the equivalent number of ERU's such
building, structure or use represents and establish an appropriate
connection charge.
2. Water Connection Charge. The connection charge shall be
based upon the size of the meter installed:

3. No water connection charge shall be levied for connections
to water mains installed pursuant to Local Improvement Districts
No. 115, 146 and 152 by properties which participated in the
establishment of said Local Improvement Districts.
Section 4. The Edmonds City Code Section 7.30.040 Utility Charles (A) is
hereby amended to read as follows:
7.30.040 Utility charges.
A. For customers who are served by City water lines, the
following charges are imposed:

Section 5. The ' charges established by Section 3 of this ordinance shall be
effective immediately upon the effective date of this ordinance. The charges established by
Section 4. shall apply to all billings after the date set forth in such Section.
Section 6. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
