ORDINANCE NO. 3571
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING ECDC 21.30.010 RELATING TO
THE DEFINITION OF FAMILY TO ADD A NEW
SUBPARAGRAPH D AUTHORIZING STUDENTS TO RESIDE
WITH FAMILIES, INTEGRATING THE PROVISIONS WITH
PROVISIONS RELATING TO THE RENTING OF ROOMS,
AND FIXING A TIME WHEN THE SAME SHALL BECOME
EFFECTIVE.
WHEREAS, many families participate in educational and charitable ,programs to
house foreign exchange and other students during their high school and college years, and
WHEREAS, such programs serve a useful purpose and provide benefits to the
student, to the family, and to the community, and
WHEREAS, the City of Edmonds currently permits the renting of rooms in
single- family residential neighborhoods, and

WHEREAS, the City Council has received the recommendation of its Planning
WHEREAS, the City Council held a public hearing on the 1 st day of November,
2005, regarding this ordinance and based upon the testimony adduced, the recommendation of
City staff and its Planning Board, the City Council hereby finds it to be in the public interest to
permit the housing of a limited number of students and to integrate the definition of family and
its limitation on unrelated persons with the housing of students and the renting of rooms, as
currently provided for by the Code, NOW, THEREFORE,

THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. ECDC 21.30.010 Families is hereby amended to add anew subsection
D to read as follows:
22.30.010 Families.
D. Calculation of residents. When calculating the number of
unrelated persons residing in a single - family dwelling unit, the
following rules shall apply.
1. When one or more unrelated persons resides with a family
whose members are related by genetics, adoption or marriage, the
total number of residents shall not exceed five (5) persons except
as provided in sub - paragraph 2 below.
2. A family unit consisting entirely of persons related by
genetics, adoption or marriage may rent a room to a total of two (2)
additional renters, or up to two (2) students as a part of a
recognized foreign exchange program or similar educational, non-
profit program, or a combination of a renter and such student to a
total of two additional persons. The additional renters and/or
foreign exchanges students, to a maximum of two (2), shall not be
considered when calculating the number of unrelated persons
residing in a dwelling unit under subparagraph 1 above. Three (3)
or more renters and/or students shall be considered as unrelated
individuals and all persons residing in a dwelling unit, regardless
of whether a portion of them are related by genetics, adoption or
marriage, shall be considered when determining the total unrelated
persons residing at a site.
3. Accessory Dwelling units (ADUs). When an Accessory
Dwelling Unit (ADU) is approved pursuant to Chapter 20.21
ECDC, only one of the dwelling units, either the primary residence
or the ADU, shall be used to house renters and /or unrelated
persons who are students. Occupancy of the ADU shall not exceed
one family as defined in paragraph A above.
4. Nothing herein shall be interpreted to limit normal hosting
activities associated with residential use.
Section 2. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect

five (5) days after passage and publication of an approved summary thereof consisting of the
title.
