ORDINANCE NO. 3717
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON AMENDING THE CITY'S COMPREHENSIVE
PLAN WITH REGARD TO THE CITY'S PARKS AND
RECREATION, AND COMMUNITY CULTURAL PLAN,
APPROVING A PRIVATE SPONSORED AMENDMENT
REGARDING THE UNDERHILL APPLICATION FOR 215TH
STREET SOUTHWEST, AND FIXING A TIME WHEN THE
SAME SHALL BECOME EFFECTIVE.
WHEREAS, the City Council has held multiple public hearings regarding the
amendment of the City's Parks and Recreation Plan, and Community Cultural Plan, heard at
public hearing an application by a private party, Underhill, regarding the amendments related to
property located at 215th Street Southwest, Edmonds, Washington and received the
recommendation of its Planning Board with regard to such changes; and
WHEREAS, the Parks and Recreation Plan, and Community Cultural Plan
amendments were submitted to the State of Washington in accordance with the provisions of
RCW 36.70A.106 on April 23, 2008, and the Underhill Project on May 9, 2008, such dates being
more than sixty days from the date of passage of this ordinance; and
WHEREAS, the City Council finds that the public interest would be served and
that the amendments have been reviewed pursuant to the criteria established by City code and
noticed in accordance with the provisions of state statute, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO

Section 1. Amendments to the City's Parks and Recreation Plan and Community
Cultural Plan, shown on the attached Exhibits A and B, are hereby approved. The Development
Services Director is hereby authorized to effectuate such changes in the City's Comprehensive
Plan. The City Clerk shall retain such documents on file for review by the public.
Section 2. An application numbered AMD -07 -14 submitted by applicant
Underhill, relating to property located at 215th Street Southwest is hereby approved. The
Comprehensive Plan designation for such property is hereby amended from Mixed Use
Commercial to Single Family Urban 1. The Development Services Director is hereby authorized
to note such changes on all maps and other planning documents of the City.
Section 3. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
