Ordinance 3974ORDINANCE NO.3974 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING EDMONDS CITY CODE SECTION 10.80.060 REGARDING THE CITIZENS' COMMISSION ON COMPENSATION OF ELECTED OFFICIALS TO EXTEND THE DEADLINE TO FILE ITS COMPENSATION SCHEDULE. WHEREAS, the Citizens' Commission on Compensation of Elected Officials presented its compensation schedule for 2015 and 2016 to the City Council on July 15, 2014; and WHEREAS, several questions were raised about the compensation schedule; and WHEREAS, the Citizens' Commission on Compensation of Elected Officials may benefit from conducting an additional public hearing on its compensation schedule; and WHEREAS, the Commission may not be able to gather a quorum prior to the current deadline to file the schedule; and WHEREAS, the City Council would like to extend the deadline to file its compensation schedule from the first Monday of August to the third Thursday in September to allow additional time for another public hearing and to gather a quorum; and WHEREAS, the City Council would like to suggest that the Commission use the additional time and the additional public input received, if any, to clarify some of the questions that were raised on July 15, 2014 and make any other changes, if any, that the Commission deems appropriate; NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Section 10.80.060 of the ECC, entitled "Compensation schedule," is hereby amended to read as follows (new text is shown in underline; deleted text is shown in st-r-ike- 10.80.060 Compensation schedule. 1 Once approved, the commission shall file its compensation schedule for elected officials of the city with the city clerk no later than the first Monday it August --third Thursday in September of each even -numbered year. The signature of the chair of the commission shall be affixed to each schedule submitted to the city clerk. The chair shall certify that the schedule has been adopted in accordance with the provisions of this chapter and with the rules, if any, of the commission. The clerk shall publish a notice on the city's website that the compensation schedule has been filed. Such schedules shall be incorporated into the city or town budget without further action of the city council or salary commission except that when the city council adopts the budget, it must do so without amending such schedules. Section 2. Severability. If any section, subsection, clause, sentence, or phrase of this ordinance should be held invalid or unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance. Section 3. Effective Date. This ordinance, being an exercise of a power specifically delegated to the City legislative body, is not subject to referendum and shall take effect five (5) days after passage and publication of an approved summary thereof consisting of the title.
