Ordinance 4101ORDINANCE NO.4101 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING SECTION 1.04.010 ECC ENTITLED "REGULAR PUBLIC MEETING TIME AND DAYS" TO CHANGE THE FREQUENCY OF COMMITTEE MEETINGS; PROVIDING FOR SEVERABILITY; AND SETTING AN EFFECTIVE DATE. WHEREAS, the City Council has determined that changing the frequency of City Council Committee meetings to one meeting per month would allow the Council to successfully complete its workload in a more efficient manner; and WHEREAS, the City Council has determined that in past practice, changing the frequency of City Council Committee meetings to one meeting per month has not resulted in the delay of any projects; NOW THEREFORE; THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Section 1.04.010 of the ECC, entitled "Regular public meeting time and days," is hereby amended to read as follows (new text is shown in underline; deleted text is shown IR SEFgEC-ShfBUgIt): 1.04.010 Regular public meeting time and days. A. Full Council. Regular meetings of the city council shall be held on every Tuesday of every month, except for the fifth Tuesday of a month, at 7:00 p.m. Regular meetings of the city council shall be held in the Council Chambers, Public Safety Complex, 250 Fifth Avenue N., Edmonds, Washington. Council meetings shall adjourn no later than 10:00 p.m. on the day initiated unless such adjournment is extended by an affirmative vote of a majority of the council as a whole plus one. The council committees may convene, as necessary, following adjournment of the council's regular meetings on the second a�a�rTuesdays of the month. B. Council Committees. The city council shall have the following standing committees: finance; parks. planning, and public works ("PPP-W"); public safety, planning and personnel ("PSPP"). Regular meetings of the city council committees shall be held on the second and fou Tuesdays of every month at 7:00 p.m., and, if necessary, after the adjournment of the city council's regular meeting, whichever comes last. Regular meetings of the city council committees shall be held concurrently in the following three rooms of the Public Safety Complex, 250 Fifth Avenue N., Edmonds, Washington: (1) the Council Chambers; (2) the Jury Meeting Room; and (3) the Police Training Room. Council committee meetings shall adjourn no later than 10:00 p.m. on the day initiated unless both members of the committee vote to extend the meeting. Section 2. Severability. If any section, subsection, clause, sentence, or phrase of this ordinance should be held invalid or unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance. Section 3. Effective Date. This ordinance, being an administrative function of the city council, is not subject to referendum and shall take effect five (5) days after passage and publication of an approved summary thereof consisting of the title.
