1946-12-03 City Council MinutesA motion was made by Waggoner and seconded by McGinness that the Yost estate be notified that the Council will offer them g250 for lots 24, 25, 15, 16 and 17 in Block 38, and we would like to hear from them by December 3, in writing, or the attorney will be notified to start condemnation proceedings. Motion carried. Attor3B-@y Hunter was asked for an opinion on the interest of warrants which are to,, -issued for L. I. D. #57 for part of the work which has been done on the street. He is to contact the contractors Sievers & Duecy of the Asso- ciated Sand and Gravel -co. in regards to this. Councilman UeGinness reported on the streets lights. He stated that the ten extra lights that were ordered were to be installed soon, also stated that the Company was unable to get material for the installing of the lights along Main and Fifth Streets. Councilman Chandler on behalf on the street committee reported on the inves- tigating of the Pointer-Uillaimette, asking for permission to use the approach to the dock at the foot.of Dayton Street. A motion was made by Chandler and. seconded by Siefert that the Council give Pointer-Williamette permission to use the approach to the dock and the South half of the end og Dayton street extended, with the approval of the state. A roll call vote showed chandler yes, McGibbon yes, Waggoner no, Siefert yes, McGinness no and Clausen yes. There being no further business the meeting adjourned '-'- - _I- Ir^ Mayo. Decsinber 3, 1946 The Council met in regular session with Mayor Fourtner presiding. The roll call showed the ,following councilmen present Chandler, IQcGibuon, Waggoner, Siefert., McGinness and Cla-qsen. A motion was made by Chandler and seconded by Siefert that the bills which were approved by the.finance committee be allowed and warrants be drawn on the proper funds. Motion carried. A motion. was made by Clausen and seconded by 7jaggoner that the Clerk and Treasurer trE.nsfer sufficient money to take care of the Librar;; expense for the remaninder of the year. Motion carried. A motion was made by McGinness and seconded by Siefert that the rater Dept. purchase lots 24 end 45 in block 38 for w200 fr=tthe,�A.thiictYost estate, for the rotection of the water supply. L roll call vote showed a unaminous vote of Ue council. George Yost came before the Council with the deeds from the Yost Auto Co. and Ed Woodfield for the vacating of the alley. These were referred to the Attorney. for checking. Geroge Yost in behalf of the Americal Legion. asked for permission to decorate the streets and a tree for Christmas. The Contractor Howard Sievers of Associated and and Gravel came before the council. He s�p,ted that because of shortage �abor and material he was unable to complete the contract on time, he stated r�,e would fix the streets so they would be passable for the winter., then complete the contract next spring when the weather is suitable. He also stated they would be willing to accept 3% interest on the interest bearing warrants instead of 5% called for on the contract. motion was made by Chandler and seconded by Waggoner that int- erest bearing warrants be allowed with 3% interest. Motion carried. A motion was made by McGibbon and seconded by Chandler that the council accept the Easement from the Great Northern Railroad for the closing of the foot of Bell Street. Fourtner appointed Councilmen Clausen and McGibbon and the Chief of Police Holmquist on this committee. gp:ancilman Siefert suggested a committee be appointed to contact the Ferry company in regards to their contract for the next five years. A. motion was made by Waggoner and seconded by Siefert that the Mayor appoint a committee 'to investigate this contract. Mayor Fourtner appointed Councilmen McGinness, Siefert and Chief of Police Holmquist. A motion watt made by Siefert and seconded by Chandler that we pay ?�30 for the gun which was stolen. from Mr. flick and $4,23 for the installing of the siren and flashers on the Chief of police car. motion carried. There being no further business the n.eeti;.g adjourned. -City-Clerk Mayor 'December 17, 1946 The Council met in regular session with mayor Fourtner presiding. The roll call showed the following councilmen present Chandler, McGibbon, Waggoner, Siefert, DcGinness and Clausen: A letter was read from Cleve Little tehderif,grh e_-resignation as Chairman of the Park Board. Mayor Fournter expressed a vote of thank to Cleve for the faithful s'erVibe.haAfter some discussion with the council a motion was made by Waggoner and seconded by McGinness that his res=ignation be rejected. Motion carried. Mayor Fournner appointed Max Meyring on the park board. Councilman McGinness and Siefert,, the committee which was appointed to contact the 2u_et Sound Navigation Co., in regards to the lease which expires Dec. 31, repoNed to the council. After some discussion the attorney was instructed to draw up a new lease with the rental charge of $400 a year, the motion being made, by McGibbon and seconded by Clausen. .o Ordinance No. 564 for the vad&t.a"°ng of a portion of the alley in Mock 121 was introduced to the council. L motion was made by rcGibbon and seconded .by Chandler that the Yost auto Co., be notified that they are to stand the expense of engineer, the cost of removing the bulkhead and the printing costs for vacating of the alley. Motion carried. A motion was made by Clausen and seconded by 1,11cGibbon that Claude Savage be given permission to break down the curb east of his store on Main St.- for a driveway, at ]his expense. Motion carried. Alberic Brandt asked for permission to stand a lunch bus on the north side of Main Street, entrance to the ferry dock. A motion was made by Waggoner and seconded by Clausen that he be given this permission on a rental basis of $5 a month. Motion carried. A motion was made by Chandler and seconded by McGinness that the treasurer transfer the 40% that the city sponsored for L. I. D. rr57 from the street fund. Motion carried. A motion was made by Clausen and seconded by Chandler that the City sell lots 28 and 29 in Block D for 4fi3000.
