,The Council met fbr, the postponed meeting .wit}iliMayor Fourtner. presiding. The
roll call showed the following councilman present McGibbon,.Siefert, McGinness,
Clausen and Maxwell.
The following bids were opened for the construction of the Maple street sewer,
Stateside Construction eo.,$24,789.84, G.,S. Splaine, for.$30,065.89,
Thorburn & Logozo, $27,851.26,. Valley Construction Co.,029,,559.00,
Superior Construction Co., .$31,012..33, & Matt Malaspina & Co,, $34,110.01
Engineer _Wolff recommended the. bid, be given to.the lowest bidder. A motion
was made by Councilman McGinness and seconded by councilman Siefert that the
bid be awarded to the lowest bidder., Stateside.Construction co. Carried by
a unaminous vote of the council..
Water Supt. Ray MoZeever reported the need for more water, and that.the
.second well, which was drilled.two yeare ago has considerable sand im it.
A motion was made by Councilman McGibbon and seconded by Councilman Siefert
that the water committee and Engineer be given the authority to purchase any
outlay for cleaning and developing the well. Motion carried.
Mr. Mahoney came before the council and ask for permission to e 18fi'hdhes
mfi :the street, in front of their building site., the. south and of Admiral way.
A motion was -made by Councilman Clausen and seconded by Councilman McGibbon
that they be given permission to t 18 inches off the street. Motion carried
There being no urther business the meeting adjouaned.

June 3, 1947
The Council met in regular.session with Mayor Vourtner presiding . The roll
call showed all councilmen present. The water collectors and treasurers
reports were read. A motion was made by Councilman Siefert and seconded by
councilman McGibbon that the bills which were approved by the finance committee
be allowed and warrants be drawn on the proper funds. Motion carried.
A letter was read from the Edmonds Chamber of Commerce in regards to the
ite-routing-_of the Ferry Traffic.. A motion was made by Councilman McGinness
and seconded by councilman Siefert.that.a letter be written to them asking
for facts and figures derived from the amount of business from the ferry traffic
Motion carried.
A motion was made by Councilman -Tucker and seconded by Councilman Clausen
that Ordinance No. 568 be adopted. A vote of the Council showed McGibbon yes,
Tucker yes, Waggoner no, Siefert yes, McGinness no, Clausen yes and Maxwell no.
A petition for a sewer.in Block 99 was read to the Council. A motion was
made by Councilman McGibbon and seconded by Councilman Waggoner that this
petition be turned over th the Engineer for checking of boundries and to
the Attorney to make out a resolution of Intention.foMo.tion carried.
In regards to the assessment of lots 1 and 2 in Block 120 the attorney
suggested that the Council pass a resolution to prepare a Ordinance to have
lots 1 and 2 stricken from the assessment roll and there be no lien against
the property and the City pay 46.20 the amount of the assessment. Council-
man McGinness mad<this a motion with a second by Councilman Maxwell. a vote
o4 the Council showed all councilmen in favor.
Ordinance No. 569 was read to the Council. An Ordinance relating to dis-
charging, exploding, use, purchase, and sale of firecrackers, fireworks,
and other powder exploxives, and providing a penalty for the violation thereof.
The City of Edmonds does Ordain:
Section 1: It shall be unlawful for any person to fire, discharge, explode,
use, purchase, sell or offer for -sale any squib, firecracker, torpedo,
dynamite cane of other fireworks or powder explosive containing black powder
or chlorate of potash within the limits of the,City of Edmonds; provided,
however, that theremay be public displays of fireworks for public purposes
or public occasions under the joint supervision or control of the Fir% Chief
and the Chief of Police.
Section 2: Any person, firm or corppration convicted of.any violation of
this Ordinance shall upon such conviction be punished by a fine of not to
exceed Ten Dollars ($10.00) or by imprisonment in the City Jail of not to
exee�ed ten (10) days or by both such fine and imprisonment.
Section 3: This Ordinance shall take effect and be in full force and
effect upon its passage and publication as provided by law.

r' A motion was made by. Councilman McGibbon and seconded by Waggoner that th&s
Ordinance be adopted. Motion carried.
Frank Sether-and Mr. Reed from the Engineer Office of Public Lands came before
the Council in regards;to the State Tide lands. They informed the Council
that the City of Edmonds has jurisdiction over the State Tidelands in the
City of Edmonds as long as the City impvoves and takes care of said land.
A -motion was.made by Councilman goGinness and seconded by Councilman Waggoner
that the Engineen be instructed to obtain permissipn'from the State Land
Commissioner for a right of way_.for. the. Dayton 'stre,et and North, Trunk Sewers.
Motion carried. ,
Councilman Clausen stated the Railroad Co.,,would like a decision on the
no parking on Main and Dayton Streets. A motion was made by Councilman
McGibbon that the Police Department and Street Supt. install no parking signs
on Uoth sidedtof,.,Main street between the railroad tracks and First Avenue,
and efi�oree it, with one exception that the laundry be granted permiss-ion to
load and unload, also an,approach warning sign on Dayton Street., East of the
railroad tracks.. A motion was made by Councilman Waggoner and seconded by
Councilman Tucker that the attorney be instructed to draw up an Ordinance
and the Clerk -write a letter to the Railread Co.,, as to the action of the
council. Motion carried.
A motion was made by Councilman McGibbon and seconded by Councilman Waggoner
that the Engineer and water Committee be authorized to. set up a plan for the
cost of the water system for a year. Motion carried.
A motion was made by Councilman Waggoner and seconded by Councilman Maxwell
that the engineer and Supte and committee be given the power to develop
either or both wells in order to get more water. Motion carried.
A motion was made by Councilman McGinness that the Street Supt. hire a full
time man on the streets. The Supt. was authorized,to,tmploy additional
help and purchased two inch gAlvanized pipe.
The street committee reported they were.not in favor of cvaoat:ijTgS,Ueventh
Street. A motion was made by Councilman McGibbon and seconded by Gouncilmen
Maxwell that the report of the Street Committee be accepted. Motion carried.

June 17, 1947
The,Couneil met in regular session with Mayor Fourtner presiding. The roll
call showed all councilmen present. ,
The Le sessment roll for L. I. D. #59 came up for. hearing. There being no
objections against -the roll a motion was made by Councilman McGinness and
seconded by councilman Siefert that the assessment roll.be confirmed and
turned over to the Treasurer for collection and that Ordinance for confirm-
ing the assessment roll be adopted. Passed by a unaminous vote of the Council.
A motion was made by Councilman McGinness and seconded by Councilman McGibbon
Tbat Ordinance No. 571, which provided for the payment of a portion of
assessment from the Street Fund, for L. I.-D. # 68, be published. Motion
carried.
A'motion was made by Councilman Maxwell and seconded by Councilman Tucker
that resolution of Intention #120, for a sewer on Sixth Avenue,Not-th-from
Glen Street to a poizit 400 feet north of Glen Street and, the alley in Block
99, from seventh avenue to Sixth Avenue, be published. Motion carried.
Mr. Swensen, Chairmen of the American Legion, asked for permission to place
several booths on Main street, to sell tickets for. the „Fourth of July.
A•motion was spade by Councilman Waggoner and seconded by Councilman.Siefert
that they by granted this permission. Motion carried. t<
Fire Chief Engels asked that the Ferry traffice. be taken off Main Street
from Third Avenue east for. the Fourth of July and Labor Day, which are three
day holidays. 0ouncfllman,waggoner suggested that we try routing all ferry
traffic down Nof,th to Edmonds Street then down First Avenue. Council-
man McGinness made a motion that this be tabled until the next council meet-
ing, with a second to the motion by Councilman Waggoner. iMotion carried.
-Mr. Hubbard came before the Council and made the statement,that twenty homes
were going to be build along Olympic ave. North and that were going to need
water,,an d would like to have the city water. He stated a booster pump.
would be needed, which they would furnish and the line, if the city will
furnish the water and maintain the line. A' motion' was made by Cuncilman
MoGinness and seconded by Councilman Siefert that this:oe referred to the
water committee to report at the next council meeting. Motion carried.
