Mayor McGibbon reported the Chamber of Commerce afe willing to co-operate with the city in getting our streets black -topped. There being/bfurther business a •meeting adjourned. , ;7 t1c� City Clerk Mayor 1,6'T March 4, 1952 The Council met for its regular session with the following councilmen present Holmquist, Tucker, 7uson, Engels, Vollan Maxwell and Miller present. A motion was made by councilman Maxwell and seconded by councilman Miller to nominate Councilman Tucker as Mayor protem in the absence of Mayor McGibbon. The water collectors report was read. A•motion was made by councilman Maxwell'and seconded by councilman Miller that the bills which` were approved 1*ethe 'hudit:tng committee be allowed and warrants be drawn on the proper funds. Motion carried. A reguuest from Mr. D. R. Lynn asked for permission to use 25 feet on. the south side of Maple street to stake his lmmber while building his new home, he also stated he would keep lights out at night. A motion was made by councilman Maxwell and seconded by councilman Vollan that Mr. Lynn be allowed to use the south 15 feet of Maple street in front of his property fora period of 60 days, under the direction of the police department, and he must furnish an indemity Bond for $10,000, Motion carried. A letter was read from Al Brandt inyhich he states he would like to purchase lots 3, 4, 5 and 6 in block 14 plat of the city of Edmonds, Mayor protem Tucker suggested this be held over until we get a deed from the County. Ff. As there were no objections to the assessments on L. I. D. No 65 A motion was made by councilman Maxwell and seconded by councilman Tuson that Ord. N"o 617, confirming the assessement Roll for L. P. for $2358, the other bid from Edmonds Potor Co., in the amount of $ "2299.1.a1 with special equipment. r A motion was made by councilman Maxwell and seconded by councilman Miller that we accept the bid for the Chevrolet Delus four door sedan with special equipment subject to modification. A roll call vote showed Holmquist yes, Tuson yes, Engels no, Vollan • yes, Maxwell yes and Miller yes. A motion was made by councilman Maxwell and seconded by councilman Vollan that the call for bids for laying of water pipe be changed from March 18 to April 1. Motion carried. Supt. Lawson reported He had complaints about the condition existing at the Schuster soap factory, and he had examined'the site and found it very unsanitary. A motion was made by councilman Vollan and seconded by councilman Miller that this be referred to the Health Officer. Motion carried. The roll call showed the following councilmen present Holmquist, Tucker, Engels, Vollan, Maxwell and Miller. A letter was read from the'Washington State Liquor Control Board in which they ask for a five minute parking Zone on Fourth Avenue just north of Main street between 12 noon and 8 P. M. A motion was made by councilman Tucker and seconded b y council- -man Maxwell to refer this to the safety committee. Motion carried. the water department '¢-o The request from Mr. Wickstrom for�furnishimg pipe `for a water line was referred to the water committee. A letter was read from Warren A. Bishop asking for a Local Improvement District for a sewer in the Willis District, also a number of residents from this district were* present at this meeting. A motion was made by councilman Tucker and seconded by Councilman Maxwell that this matter be referred to the Street committee for consideration 1 1 1 1 Mr. Marshall came before the council and stated that he had completed his sewer but was unable to collect the money from from the property owners for their shale as was promised him. A motion was made by councilman Maxwell and seconded by council— man Tucker that his be referred to: the Attorney and Street Committee, and a report be, made to the Council at its next meeting. Motion carried. Mr. Cooper and Steed again came before the council in regards to a larger water main on Third avenue south. A motion was made by councilman Miller and seconded by councilman Miller for the City to purchase Iota 3, 4, 5s and 6 in block 14. Motion carried, k motion was made by councilman Tucker and seconded by councilman Holmquist to purchase an outside flag for the flagpole. Motion carried.. A bid was received from Hopper Chevrolet Co., for a police car in the amounts of $1847.46, 1930.30 and 2,091.49, amounts include 134.00 Federal Excise tax, also a letter was read from Edmonds Motor Co. A motion was made.by councilman Maxwell and seconded by councilman Vollan to accept the bid from Hopper Chevrolet Co., for a DeLux four door sedan for $1,930.30 less federal exciee. tax of 126.00.1 plus 3� tax.less $700 turn in for,the.old car. Motion carried. A motion was made by councilman Tucker and seconded by councilman Maxwell that the City deed the North 30 feet of the street west of the Railroad right of way to the Port District,(with the•stipulation that any revenues derived from consessions be paid to the City.) Motion' carried. A petition was read to the council for the rezoning of lots 3 and 4 in Block J, for commercial property. A motion was made by councilman Miller and seconded by councilman Vollan that April 1 be set for the date of hearing on rezoning this property. Motion carried. A letter was read from Dr. Kenny Health Officer for the City about the condition that he found at the Schuster Soap Factory, which he has ected two times. Mr. Schuster being present at this meeting stated he woul� have about 60 days as he is going to move his factory to North Seattle. The Council granted him this time. A petition was read for a sewer, on Dayton street from .7th, to ninth Street. Also A'C'. City Clerk Mayor pro tem April 1. 1952 The Council met for its regular session with the following councilmen present Holmquist, Tucker, IvIson, Engles, Vollan and Maxwell present. A motion was made by councilman Vollan and seconded by councilman Tuson that Councilman Maxwell act as Mayor por tem in the absence of the Mayor for -the balanod of the Mayorts term. Motion carried. A motion was made by councilman Tucker and seconded by councilman Vollan that the bills which were approved by the.auditing committee be allowed and warrants be drawn on the proper funds. Motion carried. A motion was made by councilman Tucker and seconded by Holmquist that Donis Cafe be refunded $6 from his license on the Juke box as he has gone out of business. Motion carried. A motion was made by councilman Holmquist and seconded by co uncilman Tuson that Donald Brown be allowed to use six ffet of the sidewalk and,to barrgcade the curb so he may unload his trucks while building on Fourth Avenue south of Main street. Motion carried. Six bids were received for the laying of water mains, one from Joe Colluccio for $1809.00, Thos. H. Kent, for $1580,Ralph R. McKay for $2458.48, Edward W. Hayes $1693.00.. John M. Bruch, $2,177.00, and Davis & Ryland Contractors, $1553.80. A motion was made by councilman Tucker and seconded by councilman Tuson to accept the bid from Davis & Ryland contractors also that he must post a preformance bond and the Attorney is to draw up the contract, work. is to be started with 15 days after the signing of the contract and to be completed within 45 days. Motion carried.. Attorney read the Ordinance by ,title for the setting up of L. I. D. # 66, for a sewer on Dayton street from Seventh to Ninth Avenue. This was the night set for the hearing on rezoning of lots 3 and 4 in Block J from a residential zone to a commercial"zone. Therebeing no objection to the rezoning a motion was made by councilman Tucker and seconded by councilman Vollan for lots 3 and 4 in Block J be changed from a redidential zone to a commercial zone, Motion carried.
