The Council met for its regular session with Mayor McGibbon presiding. The
roll call showed the following Councilmen present Talen, Kincaid, Maxwell,
Bishop and McGinnews.
A letter from Mayor McGibbon was read to the Council, in which he states, because
of the death of Mr. Womer, he has appointed A. P. Severson as City Treasurer,
until the next city, election. A motion was made by councilman -Maxwell and seconded
by councilman Bishop that the Council confirm this appointment. Motion carried.
A,motion was made by councilman Maxwell and seconded by councilman McGinness that
a letter be written to Mrs. Womer expressing I our appreciation for services rendered
by -Mr. Womer during his term of office. Motion carried.
A letter was read from the West Coast Telephone Co.., in regards to the removal of
telephone pole as requested. They state that this will be taken care of as soon as
possible.
A letter was read from M. L. Garnett asking to have their name taken IYom protest
for the proposed sewer.
A motion wags made by councilman McGinness and seconded by councilman Maxwell that
Attorney Holte be instructed to take care of the obligation of Fred Renick, -,gaid
dAsiage`Wdas'==cAused{'by his 'cai'hitting our water truck. Motion carried.
A motion was made by councilman McGinness and seconded by councilman Maxwell that
Mr. Middleton be granted permission to build his garage one foot from the property
line in the alley in block 76. Motion carried.
A motion was made by councilman McGinness and seconded by councilman Maxwell that
sa program be established to grade the unimproved streets twice a month. Motion
carried.
The Watereommittee recommended the installing of tacfour inch water main on B street
from. Pine to Fir street with a hydrant on Pine and one on Firstreet, this was made
a motion by councilman Maxwell with a.second from Councilman Talen. Motion carried.
A motion was made by councilman Bishop and seconded by,councilman Talen-that our
sprinkling rate be the same as last year for four months. Motion carried.
A motion was made by councilman Maxwell acid seconded by councilman Kincaid that
a chain link fence six feet high be installed at our concrete resouvoir at ninth
and main street, on the Main street side and Ninth avenue side, and a six foot
barbed wire fence be installed on the north side and west side, on our property
line, at an approx.-cost of $900, also the hatches must be locked. Motion carried.
A motion was made by councilman Kincaid and seconded by councilman Bishop that
the Engineer establish a monument at Ninth and Main street, in order to set the
property line at our concrete resouvoir, estimated cost of S30. Motion carried.

The Council met for its regular session with Mayor McGibbon presiding. The roll
call showed the following councilmen present, Tuson;-Talen, Kincaid, Maxwell, Bishop
nand McGinness.

eports were read to the Council.
A motion was made by councilman Kincaid and seconded.by councilman Bishop that the
bills which were approved by the auditing committee be allowed and warrants be drawn
on the proper funds. Motion carried.
A motion was made by councilman Tuson and seconded by councilman Talen that Resolution
#16 be passed gnd published. Motion carried.
Resolution #16. Whereas, on the 9th day of May, 1954P Mr..W. W. Womer, the City
Treasurer of the City of Edmonds, passed away, and Whereas, for many years past he
has been interested in City affairs, serving on the City Council, in the Street and
Water Departments, on the Fire Department, adn for the past eight years he has served as
the City Treasurer of the City of Edmonds, and, Whereas, in all of his contacts and
work with the City he has shown diligence, honesty, integrity, and civic interest and
pride in his work, and Whereas, the City Officials of the City of Edmonds disired to put
in a permanent and fitting form a memorial resolution commemorating this unselfish service,
NOW, THEREFORE, BE IT RESOLVED: Section 1. That W. W. Womer be commemorated by this Roolution
for 'all of the virtues which made him the type of City Officer and employee whose work
stands as a monument to his life of service. Section 2. That a copy of this Resolution be
spread upon the minutes of the Council book and incorporated as a permanent record therein.
Section 3. That a copy of this R solution be published on the front page of the Edmonds
Tribune Review so that the citizens of the community can be made aware of the high
regard and esteem Which the City Officials of the City of Edmonds held for W. W. Womer.
Section 4. That a copy of therRezolution be sent to Bertha Womer, Widow of W. W.•Womer.

A motion was made by councilman Kincaid and seconded by councilman Bishop that
Mayor McGibbon sign the contract with Public Utility #r`1 for additional transformal
rental, which was caused from oonnecti.ng the pump at ninth and Main street, in the
amount of 03.49. Motion carried,
A motion was made by councilman Bishop and seconded by councilman Talen that Attorney
Holte check the two benifit acts for the firemen pension and death benefits. Motion
carried.
Attorney Holte was asked to ascertain whether or not Mr. Hubbard owned the property
south of Homeland drive at the time the City accepted the plat of Homeland Drive.

June 15, 1954
The Council met for its regular session with Coiincilmari.Maxwell serving as Mayor in
the absence of Mayor McGibbon. The roll call showed the following councilmen present
Tuson, Talen, Kincaid, Maxwell, Bishop and McGinness. _
The Treasurers report for the month of May was read to the Council.
Attorney Holte reported on Mr. Hubbard's property, stating that the sewer was put in
the same .time he put in the sewer for Homeland Drive, but the papers were not signed
for the purchase of the property until six or eight.months after the City accepted
the plat of Homeland Drive.
The water committee recommended we call for bids for the South Edmonds sewer, the
engineer having completed the plans and sppeification June 21. Bids to be opened
July 6,.this was made a motion by councilman Kincaid with a second from councilman
Ilkwekl• Motion carried.
A motion was made by councilman Talen and seconded by councilman McGinness'that any
request fora reduction on a water bill must be in writing or they must appear
before the Council in person. Motion carried.
A motion was made by councilman McGinness and seconded by councilman Bishop that
the amendment to the city code Chlopter 7 Article 2 section 7-2.03 changing the time
of connecting to the sewer from six month to 60 days, be adopted. Motion carried.
A motion was made by councilman McGinness and seconded by councilman Talen that the
Mayor; Clerk and Tregsurer execute the depository agreement with the Bank. Motion
"carried.
After the report from Attorney Holte in regards to connection the Alderwood Water
District to our water system, stating that,we will be charged 11¢ for the water,
and the connection will cost us under VOO, a motion was made by councilman -Kincaid
and seconded by councilman Bishop to authorize Attorney Holte to reply to the Attorney
of Alderwood Water District accepting their proposal as outlined. Motion carried,

A motion was made by councilman-McGinness that the �hairman of the Park odrd have

A motion was made by councilman McGinness and seconded by councilman Bishop that the
Attorney draw up an emergency Ordinance establishing a.sidewalk Revolving Fund in the
:Amount of $3000, for the purpose of establishing sidewalk improvements, MOtion carried.
A motion was made by councilman McGinness and seconded by councilman Kincaid that the
Supt. have the streets mowed before the Fourth of July. Motion carried.
