City of Edmonds Parks, Recreation & Cultural Services Department PRESENT: Suzy Maloney Marni Muir STAFF AUDIENCE Samantha Saether Kevin Conefrey Frances Chapin Nathan Proudfoot Lois Rathvon Courtney Gu ABSENT — Joanne Otness (excused), Beverly Shaw-Starkovich (excused) The meeting was called to order at 6:05 PM by Suzy Maloney, Chair INTRODUCTIONS — Kevin Conefrey introduced himself as the new appointee to the Arts Commission. He has lived in Edmonds over 20 years and has a strong interest in performing arts, volunteering with theater and dance while his sons were in school and active in dance and music. The Commissioners present introduced themselves. Nathan Proudfoot introduced himself as the new liaison for the Economic Development Commission, particularly interested in the City's Strategic Plan action items related to arts and also a member of the EDC Tourism Committee which recognizes the key role of arts in Edmonds. AGENDA ADDITIONS/CHANGES — MINUTES — Feb 3, 2014 Minutes — Approval postponed to April meeting. REPORTS A. Creative Programs 1. WOTS — Chapin provided brief updates on progress with the conference program. 2. Chamber Arts Awards — Saether reported that nominations were reviewed and awardees selected. The Chamber Arts Awards presentation is on March 20, with a reception at 7:30 and the awards at 8:00 pm, at the Edmonds Conference Center. 3. Annual Report 2013 — Chapin asked Commissioners to review and approve the overall document subject to minor changes for any grammatical errors or typos noted after the meeting. Comments included that it is easy to read and the selection of pictures is good. Rathvon Moved and Saether Seconded, Approved. Discussion followed about when to present the Annual Review to City Council and Chapin will see if March 18 will work. 4. Best Book Poster Contest — Chapin and Maloney reviewed the schedule and confirmed that Saether and Otness will be picking up the posters on March 21, and Muir will participate on the selection committee. Rathvon and Starkovich will mount the selected posters on April 11. Shaw, Maloney and Rathvon will not be available for the reception but Gu will attend. Commissioners will also be asked to assist with returning posters to the schools. 5. Public Art — Chapin reported that the Parks Manager reviewed sites and they visited three potential sites at Yost Park for siting the goats sculpture. The issues of liability and foundation are significant and the donor understands this. Edmonds Arts Commission Draft Minutes — 3/3/2014 2 B. Capital Projects 1. Five Corners Roundabout — Chapin reported that the artist CJ Rench has started work on the center sculpture. 2. Cultural Heritage Tour — Chapin reported that there is a delay in finishing the plaques but the goal is still to have all 12 plaques installed by the end of June. The website component is under review. Chapin asked for one Commissioner to review and Conefrey volunteered. C. Funding & Administration Community Cultural Plan — Chapin thanked Commissioners for their help in reviewing the plan and reported that it was approved at City Council on Feb 25. Otness spoke at the public hearing at City Council. Chapin will provide a link and copies of the final Community Cultural Plan and asked Commissioners to review before the Retreat. The next steps include appointed a Commissioner to serve on the CCP Task Force which will be done at the April meeting, and to think about an effective form of Executive Summary to develop for the plan. Gu suggested that visuals are very effective and a flow chart or other type of visual showing relationships might work well, drawing from the existing vision diagram in the CCP. 2. Retreat — Maloney reminded Commissioners that the Retreat meeting is scheduled for March 29 and asked them for suggestions about agenda items they would like to see discussed. It is an opportunity for more indepth discussion. Basic to the day is reviewing the budget and the annual Strategic Plan/Work Plan and this year it is important to bring that into alignment with the Community Cultural Plan update. Other ideas for discussion included ideas for the CCP Executive Summary, opportunities for volunteers with the EAC, gaps in the system in terms of the EAC mission, e.g. appeal to youth, and connections to the business community. Maloney suggested that a "Stop, Start, Continue" discussion might be a fruitful way to frame the discussion. Chapin and Maloney will finalize the Retreat agenda and send it out. STAFF REPORT — Chapin reported on the well -attended Early Music concert jointly presented with the Library in February. OTHER BUSINESS — None. Meeting Adjourned at 7:14 PM
