The meeting was called to order at 6:05 PM by Suzy Maloney, Chair
INTRODUCTIONS — Dave Buelow and Ted Heekin introduced themselves as representatives of the
Edmonds Museum Scarecrow project. Commissioners introduced themselves.

REPORTS
A. Creative Programs
Scarecrow Program/On the Fence — Dave Buelow and Ted Heekin described the Scarecrow
program developed last year by the Museum based on the program Ted saw in Cambria CA. They
had 54 registered entries last year and hope to have 100 this year. They met with Chapin and
Clifton and wanted to meet with EAC to discuss ways they could get artists and arts groups involved.
They also hope to have more students involved this year. They are expanding the categories for
awards and are looking for places to display the scarecrows. Chapin had mentioned the On the
Fence program and they will be meeting with Meredith at Artworks to discuss possibilities. The
stipend could be used for materials. Mona Fairbanks will be helping connect them with artists.
Several Commissioners made suggestions about people they might contact and other ideas.
2. WOTS — Otness provided an update on progress with the conference program and reported that
the Friday sessions are now arranged and will be bringing some great presenters. Michael Hague will
be presenting a day long workshop on screenwriting. Gerri Russell will give a half day session on e-
publishing and Larry Brooks will give one on fiction. The keynote is Robert J. Sawyer.
Literary Walk —A partnership group including EAC, EPIC, the Library, EdCC and the Bookshop are
planning a literary walk event on September 13. It is in the early planning stages.
Operational/Work Plan — Commissioners stated that they had not had time to do a thoughtful
review of changes suggested at the Retreat and would like to defer the item to May. Chapin will send
out the revised document again.
4. Best Book Poster Contest — Chapin asked Commissioners to assist — Shaw, Rathvon, and Pam
Harold are signed up to mount the posters on Friday; Otness and Saether will return posters on
Monday; and Gu, Saether, Conefrey, Otness and Muir will help with the reception on Thursday.

5. Concerts — Muir presented the City Park concerts schedule. Commissioners signed up to be hosts.
The draft schedule will be sent out for review and a discussion of procedure will take place at the
July meeting.
6. Public Art/intern — Chapin updated the Commission on the job posting for an intern funded in the
2014 budget as a decision package since the full time arts assistant position was not restored. The
intern will work for Chapin on specific tasks related to the public art program including ways to
provide information to the public about the collection. She also reported that two banners were
damaged on the SR 99 project and will need to be replaced once the reason they came loose is
established. She reported that the Parks Manager is still reviewing challenges of installing the
proposed donation of a large sculpture. The issues of liability and foundation are significant.
Commissioners agreed that they value the intent of the donor and his generosity but several
expressed their concern that there may not be a suitable way to make it work. They requested
more information on the viability and cost of a foundation at the one site off of Main St. that they
thought might be a possibility.
7. Art Walk — Chapin attended one of the meetings and has been in touch with the interim art walk
coordinator, Denise Cole. Third Thursday Art Walks are scheduled to continue.
B. Capital Projects
1. Five Corners Roundabout — Chapin reported that the artist CJ Rench has started work on the
center sculpture.
2. Cultural Heritage Tour — The 12 plaques are in final fabrication. Eight will be installed either
adjacent to private property or on private property. Chapin reported that all of the property
owners have been contacted to sign letters of agreement regarding the installations and the goal is to
have all 12 plaques installed by the end of June. Sherman worked closely with the web designer on
the website component. Chapin had asked for one Commissioner to review the website and
Conefrey provided comments. It is almost complete and a print brochure has been created by
Sherman to meet the terms of the grant.
C. Funding & Administration
Community Cultural Plan — Conefrey discussed what he proposed for a one page executive
summary. Chapin will contact MIG about using the graphics, and will send out the chapter on the
five goals and objective/strategies for Commissioners to review and use to align the current work
plan with the Community Cultural Plan. The work plan that was reviewed at the retreat and is
currently being revised reflects the main focus for 2014-15 for EAC. The Community Cultural Plan
is a community -wide plan with a six year life that includes objectives and strategies that require EAC
leadership and involvement. This will be discussed further at the May meeting.
2. Code of Conduct — Chapin went over the Code of Conduct adopted by City Council as a
Resolution.
STAFF REPORT — Chapin reported that five baskets made by former Commissioner Joyeanna Chaudiere
would be hung in the stairwell at the FAC.
