City of Edmonds Parks, Recreation & Cultural Services Department PRESENT: Suzy Maloney Marni Muir Samantha Saether Beverly Shaw Starkovich Lois Rathvon Joanne Otness Excused for travel - Kevin Conefrey STAFF AUDIENCE Frances Chapin The meeting was called to order at 6:04 PM by Suzy Maloney, Chair INTRODUCTIONS — AGENDA - MINUTES — Aug 4, 2014— Rathvon MOVED, Otness SECONDED, MOTION Approved. REPORTS - A. Creative Programs WOTS — Otness reported that the conference is sold out. There are a few openings for the pre- conference sessions. Keynote tickets are on sale at ECA and she encouraged Commissioners to promote that event. She reminded Commissioners about sign-ups for volunteering at the conference. Once the WOTS steering committee has reviewed a revised version of the schedule will be sent to everybody. She reminded Commissioners about the Literary Walk on Saturday September 13 which is a partnership program for EAC. 2. 4th Avenue Cultural Corridor Interim Art Projects— Chapin reported that the presentation at City Council had to be postponed until September 23rd. She noted that one artist has already contacted her with interest in the project. Discussion followed about other areas of interest for public art in the city, including the Library, the entry on 5th off of SR 104, the underpass, the Treatment Plant, and other areas. 3. On the Fence Temporary Art — Maloney presented an application from Robin Westbrook and Mona Smiley -Fairbanks for a Van Gogh scarecrow during late September and October. The Museum had originally contacted EAC about having artists create scarecrows for the fence and EAC had approved the idea. The specific project by Smiley -Fairbanks and Westbrook was approved with the understanding that there might be other scarecrow art on the fence as well. Rathvon Moved, Muir Seconded, MOTION approved. 4. Community Cultural Plan — Chapin discussed implementation of the Community Cultural Plan (CCP) strategies and reviewed the proposed process developed in a meeting with one of the consultants who helped create the plan. Five areas of interest were identified that summarize the variety of strategies in the plan. The areas are Space, Communication, Programs & Events, Strong Arts Sector, and Arts Education. Some things are already moving forward with regards to specific areas e.g. Communication and the work on the community calendar through the Economic Development Edmonds Arts Commission Minutes — 9/8/2014 2 Department and communications consultant. There are also several strategies identified as the work of the City and EAC. In addition the role of the EAC and City is to act as a convener. In each area one of the first steps after convening interested representatives is to prioritize strategies in terms of what there is interest in working on first. An action plan can then be identified. It is important for EAC to have a participant in each area, and on a practical level that representative can also be the note taker or scribe. She asked Commissioners to review the areas and express their interests prior to the October meeting. B. Capital Projects Five Corners — Chapin informed the commission that the roundabout project is moving along on schedule. The inlays with the name of the artwork are fabricated and will be put in soon. The artwork is under construction and will be one of the last elements to be installed. C. Funding & Administration 1. Email Policy - Chapin reported that the Finance Director sent out an email requesting that Commissioners be mindful of using City emails, not personal emails. STAFF REPORT— Chapin updated the Commission on a project the Historical Museum is working on regarding improvements to the exterior space. The building and grounds are owned by the City and the Museum will be putting together an advisory group to assist in the planning/design process. They have requested a member of the Arts Commission. Shaw and Rathvon expressed interest depending on the schedule. Chapin also mentioned she met with the owner of the site for the Cascadia Museum, Muir is on the board, and toured the renovations. The Stages of History brochure is printed and being distributed. OTHER BUSINESS — Muir spoke about the exhibit she is curating for a joint show in the Gallery/Display Case in November.
