The meeting was called to order at 6:07 PM by Kevin Conefrey, Chair

REPORTS -
A. Creative Programs
WOTS — Otness reported that the brochure redesign is underway; the ad in Writers Digest is out; the
pre -conference schedule and presenter bios are up on the website. The full schedule will be posted
in another week.
2. Concerts —The schedule was distributed and once confirmed will be sent to City Council and Mayor
for their sign ups. Commissioners agreed that they will try to attend Hazel Miller Plaza concerts as
well. Chapin added that commissioners if present should introduce themselves to the performers
before the concert and remind them to thank sponsors and should do an audience count. The script
for the concert introductions at City Park will be discussed in July. Commissioners commented on
problems with people bringing dogs to the park.
3. 4th Avenue Interim — Saether reported on the City Council public hearing, Shaw also attended, and
the approval by City Council to move ahead with the project. She complimented the varied and
thoughtful comments during the hearing. A meeting with the community stakeholders group and the
artist will be held this Thursday.
4. Hekinan Delegation — Chapin reported that five delegates from Hekinan will be coming for the 125th
celebration on August 11. Former Commissioner and EAFF board member Rick Bader has
volunteered to host an Arts Reception at his house on August 12.
B. Capital Projects
Dayton Street Plaza — Chapin explained that the flat work has not gone out to bid yet but will this
summer. Anticipated completion is still in the fall 2015. Chapin mentioned that $5,000 of the
EAFF donation in the budget was allocated for an artistic element at the entryway and she will be
working with McLellan to bring ideas to the Commission for review.
C. Funding & Administration

1. Budget Process —Chapin reminded Commissioners that they will have a discussion about the
2016 budget at the July meeting. At this time they will discuss specific allocations for public art
funding as part of the budget process. Commissioners mentioned the need to include discussion
of On the Fence and possibly adding a plaque related to the Stages of History project.
2. Community Cultural Plan Work Group Meetings Update — Chapin reported that the Programs
and Events work group met in May and discussed several projects including incorporation of a
new native culture element at the Taste, but no Commissioners were able to attend. The
Communications group still needs to meet again before July. Saether and Conefrey volunteered
last month to help lead a meeting of the Communications Work Group in early June and Chapin
will schedule. Muir volunteered last month to assist with a meeting for the Space for Art Work
Group in late June which still needs to be scheduled.
Program Planner - Conefrey had discussed a draft Program Planner prior to the work group
meeting and Chapin presented it for feedback at the work group meeting. A revised version was
presented by Conefrey to the Commission. Commissioners were enthusiastic about the planner
and made several suggestions about incorporating information on status of the organization e.g.
nonprofit, and future leadership planning. Discussion followed about organizational structures
and longevity.
4. Code of Ethics — Commissioners read and signed the Code of Ethics. The Commission established
this code for annual review about 20 years ago.
Annual Report — The 2014 Annual Report is scheduled for City Council on July 28 and all
Commissioners were encouraged to attend.
Marina Beach Planning — Conefrey reported on the planning process, preferred alternative, and
opportunities for art elements in bridges, pathways and restrooms. As was done at Brackett's
North and South, some artist designed elements may be able to be incorporated as part of the
construction budget. Commissioners encouraged this approach since public art funds are very
limited.
STAFF REPORT — Chapin reported that plans for the 125t" celebration are coming together. She added that
Ed! may be providing some funding to assist in getting the large wayfinding signs installed by next fall. Chapin
congratulated Kyla Blair on the exhibit of high school student art she put together in the display case. Kyla is
attending Edmonds Community College next year and would be interested in continuing as a student
representative on the Commission. Chapin is on the June 2 CC agenda for the artwork loan agreement with
Cascadia Museum.
