The meeting was called to order at 6:10 PM by Samantha Saether, Acting Chair
INTRODUCTIONS —
AGENDA— Move A.2 and A.3 and CA to beginning of agenda.
MINUTES — Postpone approval of July minutes, insufficient commissioners from last meeting.
REPORTS -
A. Creative Programs
WOTS — Otness reported that the conference is almost full and many sessions are already sold out.
She reminded Commissioners that extra volunteers will be needed since several Commissioners are
not available for the weekend this year. In addition a person who can help with technical support is
needed. Several suggestions were made regarding potential volunteers.
2. Tourism Promotion — Chapin reported that revenues for Lodging Tax are stronger than forecast for
2015. This would make it possible to have a second round of awards totaling up to $6,000 for 2016
with applications due in the fall. Chapin presented this at the LTAC meeting and LTAC approved the
expenditure. Otness Moved and Maloney Seconded approval of providing a second round of 2016
Tourism Promotion Awards for a total of $6,000 with EAC recommendations forwarded to LTAC for
final approval. Approved. Discussion followed with Rathvon and Otness clarifying that organizations
can apply a second time if it is for a distinctly different project and adheres to the same criteria as
used for the first round.
Chapin reported that the previously recommended allocations totaling $14,S00 were approved at the
July LTAC meeting.
3. Temporary Art/On the Fence — The two additional sites for On the Fence were approved by the
Parks Department so Chapin suggested that EAC start with the one by the FAC field. Commissioners
suggested creating a permanent sign about the program to hang when an exhibit is up. Saether will
work on wording. Commissioners reviewed a proposal submitted by Chandler and Fairbanks and
Saether Moved and Otness Seconded approval for an early fall installation at FAC, Approved. They
requested that the artists provide interpretive information, the story behind the concept, for people
walking by to read.
4. Hekinan Delegation — Chapin reminded all of the August 12 date for the reception.

1251"/History Book — Eighty copies of the book will be printed and be available for $10 at the
Museum during and after the 125t" celebration. The author, Joan Swift, plans to attend the event.
She was one of the original arts commissioners forty years ago.

C. Funding & Administration
1. Budget Process —Chapin reviewed the Arts Commission budget for 2016, including changes to
expenditures from the 123 Fund approved earlier in the meeting. Maloney Moved and Saether
Seconded that the draft 2016 budget be approved as presented with minor adjustments if
necessary, Motion Approved.
2. Community Cultural Plan Work Groups & July 20 Meetings —Postponed to September meeting.
STAFF REPORT —
OTHER BUSINESS — Next meeting will be moved because of Labor Day. Chapin will send out email about
possible dates.
