The meeting was called to order at 6:02 PM by Beverly Shaw-Starkovich, Chair
INTRODUCTIONS — Lesly Kaplan, retired as Sno-Isle Library Manager, recommended for appointment to the
Arts Commission at City Council Feb 9. Richard Suico, Sno-Isle Library, Assistant Managing Librarian.

REPORTS -
A. Creative Programs
1.a. Library Partnership Proposal — Chapin explained that the Commission has a history of partnership
programs with the Library, including the ongoing Seattle Opera Preview program. Richard Suico
presented some ideas that the Library is currently exploring as possible partnerships, programming that
is complementary to the core focus of the Library. These programs/events would provide music related
experiences and engagement that support Community Cultural Plan goals. The Library however has
limited space for programs and is seeking a partnership that would enable them to use the Plaza Room
for some of these events. Funding for the programs will be provided by the Library with assistance from
FEL. Proposed ideas included a community sing or song circle as well as a variety of community learning
programs that include presentations about music types, music traditions in a variety of cultures, past and
present, and performances. Proposed programs would meet some of the goals of the 2014 Community
Cultural Plan with respect to both fostering creative partnerships and embracing an expansive view of
arts and culture to include and respond to multiple forms of artistic and cultural expression.
Commissioners suggested possible inclusion of dance, use of old cinema examples, early music, and
classical music in cartoons. Programs would be both adult and family oriented and would most likely
start in the fall 2016. Rathvon Moved and Maloney Seconded that staff work with the Library on a
potential schedule for specific Music Space programs in 2016-17 to be reviewed by EAC at a future
meeting. Approved.
1.b. On the Fence — Muir wrote a new press release highlighting the fact that three sites are now
available and staff will send it out. Commissioners were encouraged to also send the information to
artists they know who might be interested in the opportunity.
2. Cultural Plan Implementation Goals — Chapin reviewed past discussion that suggested an indepth
conversation about implementation progress to date and next steps take place at the Retreat. The date
for the Retreat was confirmed as March 12. Discussion followed about the general format of the retreat.

3. 2015 Annual Review — Commissioners discussed timing for the report to City Council and suggested
that it be after the Retreat in March and might include an update on Cultural Plan implementation as
well. Chapin will look into possible dates.
B. Capital Projects
1. 41h Avenue Interim Art Update — Chapin confirmed that the artist is still researching other
products, planning for a spring installation which will coincide with the 10th season celebration at
ECA.
2. Dayton Street Plaza —The project was out forbids for a second time in January.
STAFF REPORT— Chapin spoke about Arts Day in Olympia on Feb 10 which she will attend as a team captain
along with staff from the ECA. Chapin advised Commissioners that they will all be required to use City emails
in the future and to be aware of proper email protocol.
OTHER BUSINESS — Shaw Starkovich complimented Laurie Rose on the assistance she provided with exhibits.
Muir spoke about the upcoming Unclad show at the Yacht Club for which she was a juror.
