AGENDA —Added B.3. New Public Restrooms REPORTS - A. Creative Programs 1. WOTS Update — Rose reviewed progress to date on selection of presenters for the 2016 Write on the Sound. Humorist and radio personality John Moe has agreed to be the keynote. She noted that the Friday schedule for the preconference is very busy and it is important to have volunteers for that day as well as for the weekend. Volunteers are important for registration, greeting, hospitality, lunches and the reception so she asked Commissioners to make sure the weekend is on their calendars. Sign- ups for specific tasks will happen in August and September. Kaplan added that she is impressed by the work of the Steering Committee and the different perspectives brought to the table. 2. On the Fence —Saether led review of two proposals. Morisawa proposed an octopus design for the Main Street fence made from garden hose. Koncsek proposed a piece using plaques with words for installation during peak walking time in late summer. Following discussion, Maloney Moved and Saether Seconded approval of the proposal by Morisawa for placement on Main St. when the current piece is removed. Maloney Moved and Conefrey seconded approval of the artwork "Edit" by Koncsek for installation on Main Street in July. Chapin reminded Commissioners that they have already reviewed a proposal for student work at the Artworks site in late spring. 3. Concerts — Shaw handed out a preliminary list of performers that were contacted based on EAC recommendations. The final flyer and poster will be made once the contracts are confirmed. Saether reviewed the process of hosting the concerts at City Park. Commissioners are also asked to attend the Thursday evening concerts at Hazel Miller Plaza if possible. Final sign-ups for concert hosting will be made at the April meeting. 4. Tourism Promotion for 2017 — Chapin discussed the process for applications to EAC for Tourism Promotion awards which are funded through Lodging Tax funds managed by the Arts Commission. She suggested that it be proposed at the next LTAC meeting that a joint press release be sent out about applying for both general Lodging Tax Funds from the LTAC and arts promotion funds through Edmonds Arts Commission Minutes — 3/7/2016 2 the Arts Commission. All EAC recommended awards are required to be approved by the LTAC before approval by City Council. Commissioners agreed that this might simplify the process and be less confusing for the public. 5. Retreat Goals — Chapin discussed the goal of the retreat to focus on implementation status and assess progress on Cultural Plan strategies. Maloney outlined a process for each work group lead to provide updates followed by discussion of what needs to happen next, what it takes to feel like there have been accomplishments, and identification of who takes the lead in specific areas. Chapin will provide notes on progress as a basis for further discussion at the retreat. B. Capital Projects 1. 4th Avenue Interim Art Update —No update. 2. Dayton Street Plaza —The project was out for bids for a second time in January and the bid has been awarded. It should be constructed by early June. 3. New Public Restroom Project — Kaplan reported that she is participating on an advisory committee which has reviewed some preliminary design concepts. The committee strongly recommended locating the restroom on the south side of the area, not under the existing artwork, and creating enough community space STAFF REPORT— Chapin reported on discussion about an idea to hold a "preview" event at the Library for the 2017 Wintergrass Festival. She also reminded Commissioners that they will all be required to use City emails in the future. OTHER BUSINESS — AUDIENCE COMMENTS - Meeting Adjourned at 7:39 PM
