City of Edmonds Parks, Recreation & Cultural Services Department PRESENT: Samantha Saether Suzy Maloney STAFF AUDIENCE Marni Muir Lesly Kaplan Frances Chapin Kevin Conefrey Lois Rathvon Absent: Excused: Beverly Shaw Starkovich The meeting was called to order at 6:00 PM by Samantha Saether, Vice Chair INTRODUCTIONS — MINUTES —Approval of 5/2/16 minutes, Muir Moved, Maloney Seconded, Approved. AGENDA — Change order to add On the Fence as item A.I. and move Tourism Promotion to be item A.2. followed by remaining items. REPORTS - A. Creative Programs 1. On the Fence— Commissioners reviewed a proposal from Snohomish artist Michael Eggers depicting salmon in a repeating pattern. Commissioners thought it was relevant subject matter and fit with local environmental awareness themes. Rathvon Moved approval for a late summer installation, Conefrey Seconded, Motion approved. 2. Tourism Promotion Award Recommendations — Maloney, Kaplan, and Muir review the 10 applications received and Chapin facilitated the meeting. Maloney reported on recommendations. A total of $19,300 was requested for 2017 and $18,500 was recommended in awards to the 10 organizations: Cascade Symphony, $2,000; Olympic Ballet, $2,000; Edmonds Driftwood Players, $2,000; Edmonds Arts Festival, $1,100 for the Studio Tour and $400 for advertising in print media; Sno-King Chorale, $1,500; DeMiero Jazz Fest, $2,000; Edmonds Art Walk, $2,000; Cascadia Art Museum, $2,000; Senior Center for Cafe Festival, $1,500; and Rotary Jazz Connection $2,000. Conefrey Moved approval, Rathvon Seconded, Motion Approved. 3. WOTS Update — Kaplan showed the newly printed brochure which has been sent out to a mailing list of over 2000. She noted the high quality of the presenters, pointing out that many people want to present and it is a competitive process. She also pointed out the prominent sponsor logos on the brochure this year, for example EPIC Writers Group which is hosting the Dine Arounds. 4. Concert Series— Chapin encouraged Commissioners to distribute the rack cards. 5. Music at the Library — Chapin reported that the four event dates have been set and the Wintergrass preview event with DownTown Mountain Boys will be on Feb 4, a Saturday, with two other events on Third Thursdays (Oct & Nov) and one on a Friday in December. Kaplan added that there will be a drawing for a Kindle as part of one of the events. The events emphasize participation. 6. Sustainable Cities — Chapin reported that Edmonds was selected to be part of the Sustainable Cities Partnership program with Western Washington University. She will be involved with Edmonds Arts Commission Minutes — 6/6/2016 2 two of the projects, one is an app for visitors and the other involves promoting the 4`h Avenue Cultural Corridor project. B. Capital Projects 1. Dayton Street Plaza —The artist designed hardscape concrete and stone has been completed. The contractor will seal the concrete and then the landscaping will be done by City crews as time allows. 2. 4th Avenue Interim Art Project Update — Chapin reported that the artist began work this morning and has almost completed the block between Daley and Edmonds. 3. Civic Master Plan meetings —Commissioners were encouraged to attend the June 23 open house. Kaplan and Starkovich met with consultants as part of the Stakeholders meetings and Kaplan reported on a wide variety of views about use of the 8 acre park. She and Starkovich suggested that public art should be part of the complex and possibly an area that could be used for presentations such as Shakespeare. C. Funding & Administration 1. July Meeting —The regular meeting needs to be moved since it falls on the July 4 holiday. Chapin mentioned that Commissioners had suggested meeting with the new Diversity Commission and their next meeting is July 6 so having a Special Meeting to attend their meeting might be an option. Other business could be held until the August EAC meeting. Following discussion Maloney Moved that the Special Meeting in July be scheduled on July 6 to meet for 20 minutes with the Diversity Commission during their regular meeting, Muir Seconded, Motion Approved. Chapin will send out information about the meeting location and arrange for a Special Meeting Notice. STAFF REPORT — Chapin informed Commissioners that future meetings will be held in FAC Rm 123 which will be the new conference room after 113 is converted to an office space.
