City of Edmonds Parks, Recreation & Cultural Services Department PRESENT: Beverly Shaw Starkovich Suzy Maloney STAFF AUDIENCE Samantha Saether Lesly Kaplan Frances Chapin Kevin Conefrey Lois Rathvon Absent: Excused: Marni Muir The meeting was called to order at 6:02 PM by Beverly Shaw Starkovich, Chair INTRODUCTIONS — MINUTES —Approval of 6/6/16 minutes, Kaplan Moved, Saether Seconded, Approved. AGENDA — Change order to add Thank you to student representative as A.1a. REPORTS - A. Creative Programs 1.a. Student Representative — Commissioners thanked Kyla Blair for her two years of service as student representative and commented on what a pleasure it has been to work with her and wished her the best in leadership roles in the future. 1. WOTS Update/Volunteer Assignments — Kaplan reported that registration has been underway since July 18 and is rapidly filling up. At present there are 182 people registered for both Saturday and Sunday, with a total of 230 people registered. The full day Friday session is full already. Unfortunately four commissioners are going to be out of town over the conference weekend so commissioners were asked to think about other people who might be interested in being involved as volunteers for some part of the weekend. 2. Concert Series —Shaw and Commissioners discussed attendance which has been excellent, suggestions for set up, and additional signage for Shakespeare. Shakespeare is challenging because it is difficult to hear outside certain areas. 3. Music at the Library — Chapin reported that the programs for the four event dates have been confirmed and details will be sent out to Commissioners. 4. Joint Meeting with Diversity Commission — Commissioners who were able to attend the joint meeting were enthusiastic about having the opportunity to connect with the Diversity Commission, provide information about what EAC is doing, and discuss the potential for some collaboration in the future. 5. Exhibits — Shaw reported that exhibits are scheduled for the rest of 2016 and most of 2017. B. Capital Projects 1. Dayton Street Plaza —The completion by City crews and dedication is anticipated for early Fall. 2. 4th Avenue Interim Art Project Update — Chapin reported that the dedication went well at the ECA 101h anniversary event and press coverage has been good. Discussion followed about placing a sign on Main St and exploring use of the movie theater for more information on the project. EAC Minutes, August 1, 2016 Civic Master Plan meetings — Commissioners were encouraged to attend the August 24 open house. Kaplan and Blair have been on the advisory committee and urged Commissioners to share their views at the next open house opportunity to help ensure that this key park will serve all of our community well. C. Funding & Administration 1.2017 Budget — Chapin presented the 2017 draft budget followed by discussion. The 117 fund includes 100, 200, and 300 funds which pertain to general programs, public art, and arts education. The budget includes expenditures and anticipated donations ($35,000) in the 117 fund for the Library public art project. Expenditures in the 123 fund include LTAC approved amounts for EAC Tourism Promotion awards ($19,000) and expanded marketing for Write on the Sound ($7,500) with additional WOTS marketing funds to be applied for from Snohomish County H/M small grants. The 127 200 fund includes revenue and expenditures for the art enhanced flower basket poles program. Conefrey moved, Maloney seconded approval of the budget. Approved.
