The meeting was called to order at 6:05 PM by Samantha Saether, Vice -Chair
INTRODUCTIONS —
MINUTES —Approval of 10/3/16 meeting minutes, Muir Moved, Kaplan Seconded, Approved.
REPORTS -
A. Creative Programs
1. WOTS 2016 Update — Kaplan gave a brief overview of attendance. The Dine Arounds which EPIC
hosted were successful and ideas are being discussed for additional activities since as more people
come from further away there is a need for more activities for them to engage in at the end of the
day. Chapin reported on the financials, comparing the past three years.
2. Literary Arts Workshop— Chapin discussed the concept of a high school level playwriting workshop
and Commissioners talked about how to assess interest and contacts for possible partnerships to
build on what is already being done in the schools.
3. Space for Art — Art Outdoors Meeting — Saether reported on a groundswell of interest recently in
ways to have more art and sculpture outdoors in publically viewable areas of Edmonds. Chapin
convened a Space for Art meeting to bring together multiple perspectives including different forms
of art outside. A second meeting will be held in early December.
B. Capital Projects
1. Civic Master Plan meetings— Kaplan reported on the third open house held Wed Oct. 19 and
presentation of a Hybrid plan. Over 100 people attended and many different interests were
expressed.
C. Funding & Administration
1. Economic Impact of the Arts Study — Chapin reported that the Lodging Tax Committee approved
use of ending cash from the 123 for the study, noting that a portion of the expenditure meets
eligibility for Lodging Tax and the remainder is from previous poster sales revenue. This allocation
will go to City Council as a budget amendment in December. The Economic Development
Department and Parks Department will use budgeted professional services funds to complete the
funding for the project. Chapin will compile information on the poster sales revenues for the finance
department and work on the RFQ for the study.
2. Student Representative —Two applicants were interviewed. One other applicant withdrew her
application. Kaplan, Saether and Maloney were on the interview committee. Maloney reported

on the interviews, noting that both applicants were impressive and accomplished - which made
the decision difficult. The committee recommended that Jonathan Walzer be appointed the
Student Representative and that Elysia Bui be asked to serve as a Student Representative for the
Write on the Sound Steering Committee. Muir moved and Rathvon seconded a motion to
approve the appointments.
3. Nominations — Chair and Vice -Chair positions were discussed.
4. Arts Commissioner Position — The position for someone professionally engaged in visual or
performing arts has been advertised. Maloney, Muir and Rathvon expressed interest in being on
the interview committee.
STAFF REPORT— Chapin is working with the Historical Museum to compile the informational history panels
for the new restrooms.
