City of Edmonds Parks, Recreation & Cultural Services Department PRESENT: Beverly Shaw Starkovich Lesly Kaplan STAFF AUDIENCE Samantha Saether Kevin Conefrey Frances Chapin Judith Works Marni Muir Jonathan Walzer —S Rep Susan Ferguson Suzy Maloney Mayor Earling Excused: Lois Rathvon The meeting was called to order at 6:01 PM by Beverly Shaw Starkovich, Chair INTRODUCTIONS —Judith Works and Susan Ferguson of EPIC Group Writers were introduced and Commissioners introduced themselves. Mayor Earling explained that he was there for a special presentation. PRESENTATION — Mayor Earling spoke to the Commission, reminding them that they need to remember the good work that happens from this Commission throughout the year. Sometimes, particularly when someone has served on a Commission for a number of years, it is easy to forget the true impact of your work. The Arts Commission touches so many different parts of the arts community and the good work done by Commissioners like Samantha Saether is impressive. He gave accolades to Samantha who has now completed 8 years (two full terms) on the Arts Commission, and presented her with a commemorative paper weight. Saether thanked the Mayor and the Commission. Chapin and Commissioners thanked Saether for her many contributions to EAC. MINUTES —Approval of 11/7/16 meeting minutes, Maloney Moved, Muir Seconded, Approved. REPORTS - A. Creative Programs 1. Rain Works —Ferguson and Works, representing EPIC Group Writers, reported that they had been in conversation with Chapin and with Engineering about a project they wanted to propose to the Arts Commission. Rain Works is a product used in projects all over the country (e.g. Seattle and Boston) and in other parts of the world. The product is sprayed on concrete and when it gets wet the image shows up. They are proposing putting short poetry on sidewalks in downtown Edmonds in conjunction with Write on the Sound next fall. Ideally they would be able to use 5 -7 locations and it would be a way to inspire attendees to explore the town. The product lasts 2 — 4 months so it is a temporary installation. Various ideas for poetry have been discussed, possibly the use of short poems but state poet laureates. Commissioners asked a variety of questions and after discussion Saether Moved that the Arts Commission partner with EPIC to implement a Rain Works project and work with them on developing a successful project. Muir Seconded, all Approved. 2. Music at the Library Series — Chapin reported good attendance at the November program, and Shaw added that it was a well -received event, very informative and great music. The upcoming events were discussed and the benefits of the partnership with the Library and the Friends of the Edmonds Library. Programs are diverse and all are free and encourage some form of participation by attendees. Commissioners discussed the possibility of continuing the program in 2017-18. Chapin noted that they had included $750 in the budget for 2017. Muir Moved that the partnership program be approved for 2017-18 to facilitate planning. Conefrey Seconded, Approved. Edmonds Arts Commission Draft Minutes — 12/5/2016 2 3. Space for Art — Art Outdoors Meeting — Saether reported on the second meeting that morning. Several new people were in attendance and there were representatives from CAM, Swedish, Art Walk, North Sound Church, EAFF, ECA, artists, and others. After discussion the group decided that a smaller committee would meet to look at the bigger vision and the Art Trail concept. As discussed during the meeting this includes looking at the inventory of publically viewable outdoor art — what we have. The role of the EAC seems to be evolving as helping the group stay in contact (convening meetings) and on track by working with the bigger framework and providing an umbrella for several different interests as related to the Community Cultural Plan. Saether noted that even with a number of differing individual passions the group has a compatibility of ideas regarding art outside. Chapin will arrange for a meeting of the smaller Vision committee before the end of December. 4. On the Fence — A proposal by Morisawa for spring 2017 was reviewed. After discussion Muir Moved and Maloney Seconded that the project be approved, Approved. A concept for a puzzle installation by Elise Koncsek was discussed and Commissioner expressed interest in seeing a full proposal for possible installation on the fence at Civic on 6t" Ave where it would have high visibility. S. Dayton Street Plaza Signage — Chapin discussed the potential for a small artwork installation on the top of the sign post, similar to the flower basket poles. She has been working with McLellan who designed the inlay in the hard surface. It was proposed that Commissioners also suggest artists if they have ideas about who might work on this project. With a small budget the process can be by invitation for the art element. Signage was previously reviewed by the Commission. B. Capital Projects 1. Bandshell Frances Anderson Center — Chapin reported that it is under construction and will be complete before the Arts Festival. C. Funding & Administration 1. Economic Impact of the Arts — Funding has been confirmed and the RFQ will be sent out. 2. Nominations — Shaw discussed nominations and Moved that Maloney be appointed Chair and Conefrey Vice -Chair for 2017. Kaplan Seconded, Approved. 3. Arts Commissioner Position — Three applications were received. Chapin will set up interviews and contact Maloney, Muir and Rathvon who expressed interest in being on the interview committee.
