The meeting was called to order at 6:02 PM by Suzy Maloney, Chair
INTRODUCTIONS —
MINUTES —Approval of 12/5/16 meeting minutes postponed to February meeting.
REPORTS -
A. Creative Programs
1. Concerts —Maloney asked for volunteers to review the music submissions. Kaplan and Rathvon will
review and Jonathan may review links sent by Lisa. Discussed the schedule and total number of
concerts.
2. Music at the Library Series — Chapin reported that there are 4 more events for the 2016-17 season.
Maloney encouraged commissioners to attend the events. Jonathan will attend the Feb 4 event ;
Rathvon and Maloney will go to the session on March 16 and Kaplan will attend the April 26 event.
Rose made a poster featuring all four dates.
3. Space for Art — Art Outdoors Meeting — Chapin reported that Saether attended a small group
meeting with 6 others to envision next steps. Staff is now working on a Google map to show all the
artwork locations outside in the downtown. Chapin showed a draft map of locations and noted that
this work ties in very well with the goal of developing a new print Public Art brochure in 2017 and the
WWU student work on an app for downtown.
4. On the Fence — A proposal for a puzzle installation by Elise Koncsek was discussed and
Commissioners concurred that it would be interesting to have on the fence at Civic on 6t" Ave where
it would have high visibility during the summer. Kaplan moved approval of the proposal and Rathvon
seconded, approved.
5. Best Book —The reception will be on April 20. Commissioners will sign up to help with picking up,
mounting and hanging the posters and helping at the reception closer to the date. Maloney
volunteered to help judge the posters.

C. Funding & Administration
1. Economic Impact of the Arts — RFQ was sent out and an advisory group will be put together including
a City Council member and Arts Commissioner.
2. Arts Commissioner Position — Maloney summarized that three strong applicants were interviewed
by Maloney, Rathvon and Muir with Chapin facilitating. Although all three applicants were well
qualified the committee thought that Sharp was extremely well prepared for the interview and
brought in some different perspectives and skill sets that would provide a good balance to the
existing commission. Kaplan moved and Rathvon seconded that Tanya Sharp be recommended to

the Mayor for appointment to the Arts Commission to fill the vacancy in position # 2. Approved. The
candidate will be interviewed by the Mayor and approval takes place at City Council.
STAFF REPORT — Chapin reported on meeting of organizations involved in early dementia and dementia
friendly recreational/arts programming held at ECA.
