The meeting was called to order at 6:03 PM by Suzy Maloney, Chair

REPORTS -
A. Creative Programs
1. WOTS updates/ Write Now program — Kaplan reported that Kristin Hannah has agreed to be the keynote
speaker and the presentation will be done in an interview/conversation format with Megan Chance doing
the interview. The full day Friday session is already set and the steering committee is working on selecting
other presenters. There is some opportunity to invite new steering committee members for next year and
interested people should contact Chapin. The Write Now program is a new writing series presented by
Sno-Isle at various libraries including Edmonds. EAC and EPIC Group Writers assisted the Library in putting
together the program.
2. Music at the Library program — Chapin reported that she attended Wintergrass. She met with the Library
Manager and President of the Friends to confirm putting on the Music at the Library program for 2017-18.
Conefrey presented an idea for one of the programs and several other ideas were discussed, as well as
the need for good publicity. The final two programs in the first series are Thursday March 16 and
Wednesday April 26.
3. Website/Public Art Map —The Google map to show artwork locations outside in the downtown is now on
the website. The EAC collection is mostly on the site and artworks are still being added. Sharp offered to
meet with Rose and a small committee to discuss ways to augment the work for the website. Walzer
offered to take additional pictures if needed. There are two goals, one to provide a listing of all art in the
public view in downtown (City collection and other artworks such as the murals), and the second one is to
compile the information needed for a new brochure with just the EAC collection. Commissioners
discussed options and suggested a quick update be done on the existing brochure, creating a smaller
format and less expensive updated piece that could be available by this summer. Further discussion is
needed on the long term goals for this piece and how best to provide information on the public art
collection.
4. On the Fence — Proposals from Mona Fairbanks and Lisa Wickstrom were reviewed and discussed.
Conefrey Moved and Kaplan Seconded that the Waves proposal be selected for the fence south of
ArtWorks, Approved. Discussion followed about ways to attract more proposals. Walzer suggested that a
summary of opportunities for students to be engaged with Arts Commission activities might be made

available to all the high school art teachers and could include the On the Fence opportunity. Staff will
draft this and Walzer will review.
5. Tourism Promotion Awards —The current maximum award for Tourism Promotion is $2,000, and the
committee suggested raising it since lodging tax revenues have increased. Motion to increase maximum
Tourism Promotion award request to $2500, Kaplan Moved and Conefrey Seconded, Approved. Chapin
noted that thank you letters have been received from several organizations including OBT Driftwood, and
Sno-King Chorale. The deadline for 2018 applications will be June 1, 2017 and a press release will go out
this week.
6. Best Book —The pick-up for posters is Friday March 24 and Sharp volunteered to assist Rose in that
process. Poster judging will be on the 271h and Maloney will represent EAC. Rathvon, Kaplan and Maloney
will assist with mounting the posters for display on April 18 at 1:30. Walzer will assist with hanging the
posters on April 19.The reception will be on April 20.

C. Funding & Administration
1. Retreat Agenda Ideas — Retreat will be held on Saturday April 1, 9:30 am — 3:00 pm. Brief discussion of
agenda items followed with a suggestion that arts advocacy is increasingly important and preparedness is
key to how Commissioners respond to questions. Commissioners should review the Cultural Plan goals in
terms of where we are now and what we could be doing better in the future. Maloney will work with
Chapin on the agenda.
2. Economic Impact of the Arts —Seven submissions were received and 3 firms were selected for interviews.
Maloney participated on the interview team and Berk was selected as the consultant. How to most
effectively engage and energize the arts community in the study process will be a topic at the retreat.
Maloney and Sharp are serving on the Advisory Group for the study.
3. Snohomish County Tourism Plan —Chapin briefly reviewed the process underway to update the 2010
Tourism Plan, stating that she participated in two final work sessions. She will email some of the
information for Commissioners interested in reviewing it as part of the context of arts in Edmonds.
4. EAC Strategic Work Plan — Chapin sent out the Strategic Work Plan for review and will resend it with a
deadline for review.
5. Partnership Funding for 2018 — ECA partner programs are approved annually in the budget process but it
is helpful for ECA to know prior to starting to set the next season what EAC is interested in supporting.
Motion to support Kidstock and education outreach program, possibly literature based, for 2018 for total
of $1500, Conefrey Moved and Rathvon Seconded, Approved.
STAFF REPORT —Chapin reported that the Civic Master Plan will be presented for approval at City Council. Brief
discussion followed about potential integrated and stand alone art opportunities. The final concert schedule is
being confirmed and signups will be available in April. The idea previously discussed of several joint concerts with
ECA was not feasible this summer but will be reviewed for summer 2018. The new bandshell at FAC is almost
complete and it might be possible to hold an event there at the end of this summer.
NEW/OTHER BUSINESS — Sharp spoke about National Poetry Month and brief discussion followed regarding past
and current events.
