The meeting was called to order at 6:00 PM by Kevin Conefrey, Vice Chair

REPORTS -
A. Creative Programs
1. Write on the Sound Update/Volunteers — Kaplan updated on preparations for the conference and
Commissioners confirmed scheduled volunteer tasks. Discussion followed about free events and
about potential presenters in the future.
2. Rain Works Temporary Art Project —The temporary artwork poetry fragments are being installed
before WOTS and a map of the site locations has been prepared to hand out. A press release will go
out.
3. Arts & Humanities Month Proclamation —The annual proclamation will beat City Council on Tuesday
October 3. Kaplan will thank the Council and highlight WOTS and the economic impact study survey.
4. Gateway Signage — Chapin reported that Forma, the firm which developed the City wayfinding sign
designs, will be contracted to work with the advisory group on concepts for the new signage. The
contract includes working with the advisory group and developing a final design and fabrication
specifications. Commissioners discussed several areas pertinent to the design: consistency with
existing wayfinding signage, possible inclusion of the wave design element, solar lighting, convey a
sense of the community including the arts and the waterfront, make sure it is visually welcoming and
timeless, clean design. These ideas will be shared with the advisory committee which includes Arts
Commissioner Sharp.
Public Art — Muir and Chapin talked about an opportunity that has come up to add a second run of
fish to the breakwater. The existing kinetic sculpture by Buster Simpson was originally installed in
1982 through the State Arts Commission and was replaced in 1994 with donation funding through
the Edmonds Arts Commission. The artist contacted Chapin to discuss the possibility of providing
refurbished fish from a deaccessioned sculpture to create a second run of fish in Edmonds.
Discussion followed about the popularity of the existing piece and its suitability for Edmonds,
maintenance needs, the appropriateness of the site and fees involved for an additional piece. Sharp
Moved and Shaw Seconded that the Arts Commission move forward with arranging for acquisition

and installation of the Buster Simpson fish and concurrent maintenance of the existing artwork with
authorization to expend up to $4,000 from the 117 fund contingent on agreement from the State
Arts Commission. Motion Approved.

C. Funding & Administration
Economic Impact Study Update — Chapin reported that collection of surveys continues through
October 24. Various organizations and school groups have been contacted to send out information
through emails and Facebook. Collection of organizational surveys is complete.
EAC Position —The position will be advertised with a late November deadline. Commissioners
discussed the performing arts background and experience priority.
STAFF REPORT— Chapin reported that the Jensen pole has had major maintenance work done and looks
great. She applied to Hazel Miller Foundation for the $8,000 annual grant for 12 concerts at Hazel Miller
Plaza for 2018. Rose prepared the Arts Bulletin newsletter. Information about the student representative
position was sent out in a press release and directly to the high schools. Applicants will be interviewed prior
to the November meeting.
NEW/OTHER BUSINESS — Sharp provided a contact name for getting the word out to university students
about EAC temporary art programs.
