City of Edmonds Parks, Recreation & Cultural Services Department PRESENT: Tanya Sharp Patricia Oneill STAFF Lesly Kaplan Rhonda Soikowski Frances Chapin Momo Kitahara, Student Rep Excused: Marni Muir; Beverly Shaw Starkovich; Suzy Maloney The meeting was called to order at 6:01 PM by Lesly Kaplan, Chair INTRODUCTIONS — MINUTES —4/2/18 minutes—Soikowski Moved, Oneill Seconded, Approved. REPORTS - A. Creative Programs AUDIENCE 1. Tourism Promotion Awards Review— Kaplan spoke briefly about the process and noted that Muir, Sharp and Soikowski have agreed to serve on the review committee on June 4 prior to the next meeting. Their recommendations will be discussed for approval at the June 4 EAC meeting. Brief discussion followed about allowable uses of Lodging Tax funds. Retreat Summary Minutes — The minutes were reviewed and Commissioners suggested clarifying one point regarding the discussion of marketing to visitors to Edmonds versus residents or potential residents of Edmonds. Motion to approve minutes as corrected by Oneill, Sharp Seconded, Approved. Best Book, April 20 Reception — Chapin and Kaplan gave thanks to all for participating, to Kitahara for taking some wonderful photographs and to the team for getting the posters up on display. Rose was complimented for doing an excellent job of organizing the program. Commissioners commented on how the artist, Dana J. Sullivan, gave a great presentation and was on the right wave length with the children, presenting as an "artist in action". Sullivan was generous with his time and stayed and talked with kids and families. Commissioners discussed the Friday versus Thursday time and generally agreed that the change of day was fine. There were more family members present per child although a few more award winners than usual did not attend. 4. On the Fence/Dayton Street Plaza Sign — Michael Eggers proposal for On the Fence was reviewed. Sharp Moved and Oneill Seconded that the Eggers proposal be approved for the Civic fence starting whenever the artist is able to install, Approved. Chapin outlined options for replacing the temporary piece by Fairbanks which is on the top of the park sign at Dayton Street Plaza and Commissioners discussed the selection options for this sign as well as two artworks for the recently installed flower basket poles. Chapin reviewed budget and noted that the budget for temporary installations will be reviewed during the 2019 budget process. Commissioners discussed strategies for attracting interest from a broader range of artists. Edmonds Arts Commission Minutes — 5/7/2018 2 Public Art Maintenance — Chapin outlined annual maintenance costs for major sculptures in the collection and noted that the Edmonds Arts Festival Foundation has donated $900 - $1500 each year for the past few years to assist with washing and waxing sculptures. She has submitted a grant request for $1,200 this year. Total cost this year for critical maintenance will be approximately $2500 and possibly more depending on assessment of other pieces. This does not include reframing 2D works in the collection. 6. Strategic Work Plan Review — Kaplan noted that this is an ongoing work plan which includes all of the main programs the Arts Commission oversees. Chapin added that it is fairly general in some items because things change from year to year. Commissioners discussed some of the items in more detail to explain involvements to newer Commissioners. Oneill Moved and Soikowski Seconded approval of the annual Strategic Work Plan, Approved. B. Capital Projects C. Funding & Administration STAFF REPORT— Chapin thanked Commissioners for comments on draft Creative District application questions. One representative is needed for two stakeholders meeting and Kaplan will serve for the May 18 meeting. A public meeting will be held on June 7 at 6 pm at City Hall and all Commissioners are encouraged to attend. The City plans to submit an application in July or August for Creative District certification. NEW/OTHER BUSINESS — Reminder that the Tibetan Monks residency at ECA begins on Tuesday.
