The meeting was called to order at 6:00 PM by Lesly Kaplan, Chair
INTRODUCTIONS —

REPORTS -
A. Creative Programs
AUDIENCE
Write on the Sound — Kaplan updated the commissioners, noting that registration opens July 18. She
talked about the various volunteer responsibilities for the weekend, using the Friday schedule as an
example.
2. Youth Literary Program — Chapin confirmed that Claudia Castro Luna will be working with students at
Edmonds Woodway High School on Friday afternoon, Oct 5, prior to the reading at the Library.
Tourism Promotion Awards — Sharp reviewed the selection process and awards recommended for
each organization. The total budget of $21,000 was awarded. There were nine applicants. Some
years there are more so with fewer applicants some of the awards were slightly higher than in the
past. The selection committee consisted of Muir, Sharp and Soikowski, with Chapin facilitating.
Maloney Moved and Kaplan Seconded that the recommendations for tourism promotion funding be
forwarded to the LTAC for approval, Approved.
4. Public Art — A proposal sent in by Diann Kincaid was reviewed. After discussion, Sharp Moved to
approve the proposal by Kincaid for the fence at ArtWorks and Maloney Seconded, Approved. The
installation on pollinators by EDWHS students goes in tomorrow. Commissioners discussed the merit
of keeping the top of the sign at Dayton Street Plaza as temporary art site and the consensus was
that it should be temporary on at least a one year schedule. Chapin reported that the Buster Simpson
fish were installed and a temporary plaque is in place. Permanent plaques for both the new Sea Rise
Run and the Breakwater Run will be designed and ordered. There are two fish from previous
installation on the roof of the defunct information kiosk that could be installed elsewhere.
Discussion followed about potential sites, including the roofs of various public restrooms. The third
public art topic was about process for acquiring two new flower basket pole artworks.
Commissioners discussed an open call versus an invitation and decided to do an open call. Chapin
will provide budget information at the next meeting.

Potential Partnership Programs — Commissioners discussed various ideas for future partnership
programs and Chapin noted that planning in advance is important if there are budget considerations.
ECA has existing partnership programs with ECA and the Library/Friends of the Library. Film programs
have been an idea for partnership with ECA and others and Oneill and Chapin will be meeting with
ECA about that this month. ECA met once with the Diversity Commission but might want to touch
base again, they have had a successful film series. Use of the FAC stage has been discussed in terms
of partnering with ECA on some concerts. A readings series was suggested, possibly readings by
actors of new plays by local writers. Another partnership might be with a focus on short films, e.g. On
Location Edmonds, partnering with a college or school. Commissioners discussed and will consider
priorities for the July meeting.
6. Certified Creative District— Chapin reminded Commissioners about the Community Meeting on June
7 which will include a presentation by Annette Roth from the WA State Arts Commission staff. The
second stakeholders meeting will be June 14. A presentation will be made at City Council later in the
month, and following that Chapin and Doherty will prepare a draft of the application. Commissioners
requested an opportunity to review the draft.

STAFF REPORT— Chapin reported that she applied for and received a $1,200 grant from EAFF to offset annual
expenses for maintenance of the outdoor public art collection. She reminded Commissioners about the June
12 meeting with the designers to discuss plans for the new Civic Park. The zydeco band for City Park has had
to cancel and staff is looking for a replacement.
