Dylan Neuwirth and Michael Spear from Western Neon presented the proposed design which will be located in the plaza area to the north of the building. Neuwirth, who has worked with other public art projects, explained that the goal is to create a focal point, a place of community in the public area, which is evocative of the bounty of the regional environment. They described the approximately 12' circular form and combination of proposed materials.
