2019-01-07 Arts Commission Minutesy edmonds ARTS COMMISSION MINUTES January 7, 2019 The Edmonds Arts Commission: dedicated to the arts, an integral part of community life. City of Edmonds Parks, Recreation & Cultural Services Department PRESENT: Tanya Sharp Pat Oneill STAFF AUDIENCE Lesly Kaplan Beverly Shaw Starkovich Frances Chapin Marni Muir Isabella Wilhelm, student Rhonda Soikowski representative The meeting was called to order at 6:02 PM by Tanya Sharp, Chair MINUTES —Approval of December minutes, Kaplan Moved and Soikowski Seconded, Approved. REPORTS - A. Creative Programs 1. Creative District — Chapin updated commissioners regarding amendments to the work plan and contract with State still in process. Program Expenditures/Revenues 2018 — Chapin reviewed the special funds for the Arts and specific program expenditures and revenues. She noted the sizeable revenue for Write on the Sound which helps support other programs in the arts since the City Council allocation of $15,000 from the general fund for programming has not changed since 1985. Chapin reiterated the importance of this revenue and congratulated the arts commission on continuing to present a high quality and very popular conference at an affordable price which makes it accessible to a broad range of people. Inclusion/Diversity Discussion — Oneill and Kaplan reported on their meeting, including Chapin, with the principal and one of the art teachers at the arts focused Center School in Seattle Center. The discussion centered on what they do at the school and their commitment to inclusion. Arts commissioners spoke about their concern for the way people participating in our events are treated within the community. There was discussion of how to understand the experience of others and the post -traumatic stress that can accrue to past experiences and seemingly unconscious oppression within our society. Commissioners expressed need to know more about conflict resolution and how to understand the experience of others. Various ideas and resources were discussed by commissioners and the student representative. Awareness is key, name something and it becomes part of consciousness. Commissioners suggested Soikowski lead an exercise with them at the spring Retreat. In the meantime Chapin will try to set up a meeting with members of the partnership committee of the Diversity Commission. 4. Temporary Public Art— Commissioners reviewed the three concepts for the Dayton Street Plaza sign post submitted by Matthew Dockery. After extensive discussion about all three concepts and their suitability for the site, safety, cultural meaning, potential vandalism etc., Kaplan Moved and Muir Seconded approval of concept #3 with the kinetic option, Approved. Edmonds Arts Commission Draft Minutes - 1/7/2019 2 Exhibits — Chapin reported on the potential FEL funding for replacement of the slat wall in the Library. The Edmonds Arts Festival Foundation has funded a request to purchase a monitor and computer stick which will enable the commission to show digital work in the youth display case. Rose took the lead with the application, purchase of the equipment, and contacting teachers at EcICC and ESD. 6. Concerts — Chapin noted that Commissioners Soikowski, Kaplan, Muir and student representative Wilhelm will have selections to review and get comments back to Arguelles by late January so the selection process can start. B. Capital Projects C. Funding & Administration STAFF REPORT— Chapin and Sharp reported on Arts Day, Feb 6, which Sharp plans to attend. Chapin will not be able to attend (for the first time in 20 years) and Gillian Jones will attend from ECA. The Annual Report at City Council will be scheduled soon and Chapin will provide a draft for commissioners to review. NEW/OTHER BUSINESS — AUDIENCE COMMENTS — Meeting Adjourned at 7:58 PM
