The meeting was called to order at 6:02 PM by Tanya Sharp, Chair
INTRODUCTIONS —Anthony Jansen from Henbart and Michael Spear from Western Neon. Ashley Song, Arts
Commission recommended applicant.
MINUTES —Approval of February 15, 2019 minutes, Kaplan Moved and Oneill Seconded, Approved.
REPORTS -
A. Creative Programs
Henbart Project — Jansen gave a brief overview of the project at the Bartell's site in Westgate, noting
that the code requires 1% of the total budget be expended on artwork which makes it a significant
project and the first to utilize this provision.
Two placement options for the artwork were reviewed. There was agreement among Commissioners
that the location slightly to the east is the preferred location. This location moves the artwork a little
further from the curb and parking area. Commissioners agreed that they liked the proposed artwork
concept and that it provides a visual focal point and a gathering place in the plaza area in keeping
with the goal of public access to art in the public realm. They commented that the style and
materials of the artwork both reflect the local environment and provide a modern interpretation,
and confirmed that future maintenance needs are factored in for the building owner. Commissioners
noted that lighting will be important and Jansen affirmed that they are looking at possibilities.
Discussion followed about the wording that could be included on a plaque. Jansen will get back to
the Commission with some ideas and will also check with Planning.
Concerts - The concert line-up is complete. The poster and flyers will be printed once the signed
contracts are all received. Commissioners should come prepared to sign up for concerts at the April
meeting and then the City Park schedule will be forwarded to City Council. As discussed last summer,
it would be good if Commissioners sign up for at least one of the Thursday concerts at Hazel Miller
Plaza in order to introduce the performer, count the audience and take pictures.
3. Meeting with Diversity Commission Partnership Committee — Oneill, Kaplan and Sharp met with
three members of the Diversity Commission Partnership Committee (Sarah Mixson, Anabel Hovig,
and Dean Olson). Programs were discussed, with the idea that there may be areas for collaboration
in the future. Making sure that there is good communication between the Commissions about events
should be helpful in getting the word out to the community.

4. Best Book — The reception will be held April 17. Ashley Song volunteered to take pictures. Judging will
take place Mar 25 -27, 3 pm. Kaplan volunteered to be a judge. Muir will be a back-up. Mounting will
be scheduled after the selection process.
5. On the Fence/Public Art Map — Chapin noted that applications have declined and queried the
commission about continuing to offer three potential locations. Commissioners agreed that the goal
is to provide more opportunity to diverse artists for a public art installation and that contacting
artists one on one may be the best way to promote the opportunity. The call for artists will be
provided for Commissioners to use in contacting their own networks. Chapin encouraged
commissioners to go online and look at the Public Art map that Rose has created.
6. Creative District— Chapin updated Commissioners on the process for putting together the advisory
committee. One Commissioner will be selected to serve on the committee. She reported briefly on
the conference/training that morning on creative districts in Colorado. She asked commissioners to
write down their vision for the Edmonds Creative District and discussed.
7. Annual Report — Sharp will present the Annual Report for 2018 at City Council on March 19. That is
the same night Song will be interviewed by City Council. (Annual Report was postponed to April 23.)

STAFF REPORT— Chapin noted that about 100 people attended the Wintergrass Preview Music at the Library
event in February and about 20 -25 stayed for the jam. Next two programs are March 21, Los Flacos, and
April 18 with Indigenez Placemakers. In addition a film about the Grand Canyon with Hopi music for the
soundtrack will be shown in the Plaza room on April 11. Chapin and Sharp reported on the Gateway Sign
meeting which Song also attended.
NEW/OTHER BUSINESS — The retreat date will be set in the next week and focus will be on discussion of
equity and inclusion and also how to briefly describe what the Arts Commission does.
