07/14/2014 City CouncilEDMONDS CITY COUNCIL APPROVED MINUTES July 14, 2014 The Edmonds City Council meeting was called to order at 4:05 p.m. by Mayor Earling in the Brackett Meeting Room, 121 5t` Avenue North, Edmonds. The meeting was opened with the flag salute. ELECTED OFFICIALS PRESENT Dave Earling, Mayor Diane Buckshnis, Council President Kristiana Johnson, Councilmember Lora Petso, Councilmember Strom Peterson, Councilmember Joan Bloom, Councilmember STAFF PRESENT Al Compaan, Police Chief Cindi Cruz, CSED Program Coordinator Francis Chapin, Arts & Culture Manager Scott James, Finance Director MaryAnn Hardie, Human Resources Manager Scott Passey, City Clerk 1. INTERVIEW CANDIDATES FOR APPOINTMENT TO THE COMMUNITY SERVICESIECONOMIC DEVELOPMENT CSED DIRECTOR POSITION Prior to conducting the interviews, the Mayor and Council had a brief discussion, with the Mayor explaining the process that was used to arrive at the final two candidates. Councilmember Petso suggested that the Council conduct the interviews first and then decide later whether to waive the rule requiring interviews of the top three candidates. Councilmember Bloom asked why there were so few candidates. Mayor Earling commented that one factor is the fact that the job description is quite broad. He pointed out that the City received 19 applications in response to the second advertisement, adding that the job was more widely advertised the second time. It was noted that if the Council decides to waive the rule requiring three interviews, it requires an affirmative vote of a supermajority of the full Council. The Council then interviewed Jackie MacLean, followed by Patrick Doherty. Each candidate provided opening and closing statements and was asked a series of questions by the Council.
