1. Update on comprehensive plan and code rewrite activities
Rob distributed a draft of the community- sustainability element of the comprehensive plan. The
draft document includes four sections: background, climate change, community health, and
environmental quality. Rob would like the committee to review the draft document and give
comments to him either via email (chave(cr�,ci.edmonds.wa.us) or at the next committee meeting.
He specifically wants to know if the ideas within the draft element make sense to this committee
and if there's anything that needs to be changed. Also, what components within the plan can be
developed into policies or initiatives? Rob also suggested that the committee take a look at the
full comp plan, which is posted on the City's website. Gary mentioned that the draft element fits
perfectly with the work that Executive Reardon's Green Ribbon Committee is doing in the
county. (Gary is a member of that committee.) If the draft element is accepted by the Council,
they will formally adopt the plan by ordinance, and it will then become part of the "blueprint"
for all future Council decisions.
Miscellaneous
Plans for the Green Edmonds Festival on September 13 are coming along. David and Teresa met
with the downtown merchants regarding a "green week" in Edmonds.
Carolyn asked for a clearer definition of "form -based codes." Rob will talk more about that in
our July meeting.
Wes is working with Steve F. regarding our greenhouse -gas inventories, and they have found
that the numbers provided by PUD for COz per kilowatt hours appear low compared to other
cities (this number should be consistent). Wes will follow up with PUD and find out why there is
a discrepancy. An audit of Steven B.'s downtown business showed that the office uses an average

of 18 tons of CO2, with over 14 tons directly related to travel (followed by building energy, then
operations). Wes distributed a graph he developed titled "Individual GHG Emissions" that charts
the percentage of emissions created on average per person. He found in his research that
purchases create the most emissions because of the amount it takes to manufacture, transport,
advertise, distribute, etc. for all the products we consume. The GHG breakdown is: purchases
(45%), transportation (25%), services (14%), home energy (11%), and entertainment (5%).
Steve F. is in the process of hiring a UW intern to gather information for our communitywide
GHG inventory. He is interviewing candidates today.
Noel mentioned that there was a recent newspaper article regarding the biodiesel controversy;
the City will continue to use B-20 biodiesel fuel.
Sally mentioned that there's also some debate regarding ethanol.
Gary suggested that the committee cancel August's meeting, but we will plan to meet in July.
